Prioritize development based on potential and advantages
The majority of National Assembly deputies expressed agreement with the contents of the Report on the results of implementing the socio-economic development plan for 2025 and the 5-year period 2021-2025, and the projected socio-economic development plan for 2026 submitted by the Government.
"The report was prepared very carefully, seriously, deeply, comprehensively, objectively and scientifically ; highlighting the results achieved and also frankly pointing out the shortcomings and limitations and proposing solutions to overcome them," said delegate Nguyen Dai Thang (Hung Yen).
According to the delegates, although the world context is unfavorable, extremely complicated, unstable and unpredictable; climate change, natural disasters are increasingly severe and extreme, infrastructure still has many bottlenecks, the impact of the COVID-19 pandemic on people's health and the business situation is very large and prolonged, but under the wise leadership of the Party, the dynamic and flexible coordination of the 15th National Assembly, many legal institutions have been passed, contributing to improving the investment environment, removing bottlenecks and unlocking resources.
"I appreciate the strong determination and drastic actions of the Government, the Prime Minister, the central agencies and localities. Especially the trust, aspiration, and joint efforts of the people and the consensus of the business community have helped us overcome challenges and difficulties and achieve many important results. The macro-economy continues to be stable, ensuring major balances of the economy, and institutions and infrastructure have been clearly improved," said delegate Tran Hoang Ngan (HCMC).
Delegate Tran Quoc Tuan (Vinh Long) affirmed that, in the context of many fluctuations in the world's political economy, Vietnam is still likened to a calm sea in the midst of a storm. The figures on growth, export, budget revenue achieved... not only demonstrate the Government's steady leadership and firm steering, but also affirm the Party's effective leadership and the National Assembly's close supervision.
Expressing agreement with the Government's report on the socio-economic plan for 2026 - a very important year, the first year of the 5-year plan 2026-2031, the year the country enters a new era, delegate Tran Hoang Ngan emphasized that the 2026 target of over 10% growth is a high but well-founded target. According to delegate Tran Hoang Ngan, in order for the economy to develop rapidly and sustainably, in addition to taking advantage of the existing international prestige and effectively implementing Resolution 59 of the Politburo on international integration, we need to prioritize development based on the country's potential, advantages, and geopolitical position; focusing on developing the maritime economy, logistics, agriculture, services, healthcare, and high-quality education.
In addition to promoting trade, exploiting traditional markets and effectively utilizing the 17 FTAs that Vietnam has signed, it is necessary to increase the green content, digital content, science and technology, and added value in Vietnam's export goods. At the same time, we also need to pay close attention to the domestic market with 106 million people and 30 million international visitors along with 1 million businesses and more than 3 million production and business households. Special attention should be paid to environmental issues, cultural development, health, education, society, people, and improving and enhancing the quality of life of the people.
Pay more attention to salary policy and life of civil servants and public employees
Emphasizing that after nearly 4 months since the official implementation of the two-level local government model, our administrative apparatus has become lighter in terms of focal points, operating more effectively and efficiently, however, delegate Tran Quoc Tuan (Vinh Long) hopes that the Party and State will pay more attention to salary policies and the lives of civil servants and public employees because civil servants and public employees in many localities, especially at the grassroots level, have to work further, do more work but their income is still not better.
According to a report summarizing voters' recommendations sent to this session, voters in many localities such as Quang Tri, Binh Thuan, and Vinh Long reported that after the administrative unit merger, many commune officials had to travel further, in some places from 10 to 15 km, while travel allowances and public service allowances have not been adjusted.
Voters in Nghe An, Lam Dong, and Dong Thap provinces requested the Government to have policies to support and encourage cadres in the merged regions because their lives are facing many difficulties, with increased costs of transportation, housing, and living expenses causing their actual income to decrease by 10 to 12% compared to before. In addition, many localities such as Bac Kan, Can Tho, and some provinces in the Mekong Delta also reported that grassroots cadres are having to shoulder more work due to staff reductions, but their income has not improved, affecting their psychology, motivation, and work efficiency.
Delegate Tran Quoc Tuan (Vinh Long) said that these reflections are not just numbers or technical recommendations but the voice of the grassroots civil servants and public employees, who are shouldering the heaviest workload of the state apparatus. If their lives are not guaranteed, the effectiveness of policy implementation will also be difficult to meet the requirements.

There is a need for breakthrough solutions to develop the social sciences and humanities.
Delegate Hoang Minh Hieu (Nghe An) said that the institutionalization and implementation of the Party's strategic policies in recent times have begun to have positive impacts on the country's socio-economic development. Especially the breakthroughs in science and technology development, innovation and national digital transformation.
However, the delegate said that in order to develop the country sustainably, in addition to developing science and technology, there also needs to be breakthrough solutions to develop social sciences and humanities. Because from one perspective, if natural sciences and technology help people do more, social sciences help people understand more correctly about themselves and the society they live in.
In recent times, Vietnam’s social sciences have achieved many successes but there are still many shortcomings and challenges. First of all, the connection between the results of social science research and the planning of socio-economic development policies still has many limitations.
The reality is that many social science research topics are not closely linked to the real needs of life and the State's policy making. Social science research often stops at the level of publishing results without being converted into effective policies or specific solutions.
In addition, policy making in some cases has not yet made full use of social science research results as a tool for policy design and measuring social impacts. The financial mechanism and organization of social science research are still not flexible, not creating motivation for research activities.
Many policies for the development of science and technology in our country so far have been basically built for both natural sciences and social sciences, but often stem from the reality and requirements of natural sciences and technology rather than social sciences and humanities. Meanwhile, social sciences study people and social relationships that are always changing and linked to cultural values and political context.
"In the current context, in addition to the rapid development of science and technology with the emergence of many new technologies, the need to discover, explain and propose solutions to social, legal, ethical and human value issues that new technologies pose is very urgent," delegate Hoang Minh Hieu expressed his views and suggested that in the coming time, the Government should research and find solutions to invest in developing the social sciences in accordance with the new context. In particular, focusing on a number of solutions such as: Researching and developing key social sciences and humanities development programs; applying the mechanism for state agencies to order social science research to serve the planning of specific policies; increasing funding for social science topics with high practical application; having solutions to develop high-quality social science human resources; building social data infrastructure and academic ecosystem for social sciences...
