Many sections of National Highway through Da Nang City and Hue City were flooded, causing complete traffic jams.

The Vietnam Road Administration (Ministry of Construction) has just issued a document directing road maintenance management units through Da Nang City and Hue City to proactively respond to the situation of especially heavy and urgent floods on rivers.

Specifically, according to a quick report from the Vietnam Road Administration (VRA) as of the morning of October 29, National Highway 1 through Hue City, Quang Tri has dozens of landslides on the positive slope that have not been opened to traffic; hundreds of square meters of asphalt concrete road surface have potholes; Ho Chi Minh Road (HCM - West branch) has landslides covering 5 box culverts, burying 56 road surface locations, causing traffic jams.

Immediately after the traffic jams occurred, Road Management Zones II, III, Department of Construction of Quang Tri, Hue, Da Nang , Quang Ngai provinces, Project Management Boards 4, 5, investors, BOT road project enterprises in the region, Vietnam Expressway Corporation (VEC) coordinated with traffic police and local authorities to ensure traffic safety, add barriers, signs to guide guards at flooded road locations; use machines to dredge, level the road surface, and clear drainage.

However, according to Road Management Area III, there have been 4 landslide locations causing complete traffic jams at Km1409+270 of HCM road in Dak Plo commune, Quang Ngai province, with an estimated volume of about 400 m3; Km1421+835 of HCM road in Dak Plo commune, Quang Ngai province, with an estimated volume of about 1,500 m3; Km1415+830 of HCM road in Dak Plo commune, Quang Ngai province, with an estimated volume of about 1,000 m3; Km1448+740 of HCM road in Dak Pek commune, Quang Ngai province, with an estimated volume of about 850 m3; locations Km1415+900, Km1408+100 are still blocked). Road Management Area III is still directing the maintenance unit to deploy cleaning machines, ensure traffic in step 1 and continue to update the report.

In addition, 3 new points on Ho Chi Minh road through Da Nang city at Km1386+700/HCM-East Branch, Km1387+200/HCM-East Branch, Km1387+709/HCM-East Branch had positive slope landslides causing complete traffic jam on the morning of October 29.

To focus on responding to and overcoming the consequences of natural disasters caused by heavy rain and floods on rivers in Hue City and emergency floods on rivers in Da Nang City, the Vietnam Road Administration requests and recommends that the relevant road units above resolutely and urgently concentrate forces, actively respond to and overcome the consequences of heavy rain and floods, landslides, flash floods; proactively coordinate with local authorities at all levels, police agencies, traffic police and other relevant forces in prevention, search and rescue; proactively inspect, monitor and assess the status of road infrastructure to have plans to divert traffic to other routes or to bypass roads that have sufficient conditions for safe operation; resolutely suspend exploitation and use for traffic purposes.

In cases of damage and limitations on roads, appropriate traffic organization measures must be taken; traffic restrictions must be imposed; guards must be directed to regulate traffic flow, reduce traffic density and avoid large concentrations of people and vehicles participating in traffic, and road signs and other safety measures must be added.

At the same time, inspect and evaluate traffic safety works, road signs for timely repair, replacement and supplementation; evaluate electrical equipment components and items, electrical wiring systems installed in road infrastructure, serving the operation and exploitation of road infrastructure to ensure electrical safety; inspect machinery and equipment at toll stations, vehicle load inspection stations, other machinery and equipment systems to ensure safety and effective exploitation and use, and maintain the organization of on-duty work to prevent and overcome the consequences of natural disasters, search and rescue, and timely reporting to the Vietnam Road Administration.
