Create maximum conditions for Vietnamese workers to work abroad

Deputy Minister of Home Affairs Vu Chien Thang said that the Standing Committee of the Party Committee of the Ministry has just concluded on the situation and results of implementing orientations for key solutions in the field of overseas labor management.

In particular, the conclusion highly appreciated the efforts and attempts to overcome difficulties in the past time of the collective leadership, party members, civil servants and employees of the Party Committee of the Department of Overseas Labor Management, strictly implementing the leadership and direction of the Standing Committee of the Party Committee of the Ministry, doing well the political and ideological work, completing assigned tasks, maintaining and developing the overseas labor market, promptly researching and reviewing to perfect institutions and policies, enhancing the application of information technology and digital transformation, creating more and more favorable conditions for businesses and workers.

The conclusion clearly stated a number of key tasks in the coming time; accordingly, to enhance full awareness of the role and importance of sending Vietnamese workers to work abroad under contracts in the process of socio -economic development of the country, contributing to improving the material and spiritual life of workers, their families and localities.

The Standing Committee of the Party Committee of the Ministry and the Ministry's leaders need to regularly pay attention and direct to overcome and rectify the existing shortcomings and weaknesses in the past period to aim for stable development in the coming period; continue to carry out well the work of political and ideological education , stabilize the internal situation of the Department of Overseas Labor Management; regularly exchange, grasp the situation and promptly resolve arising issues for party members, civil servants and workers.

The Department of Overseas Labor Management shall coordinate with the Legal Department to urgently complete and submit to the Government a draft Decree amending and supplementing Decree No. 112/2021/ND-CP detailing a number of articles and measures for implementing the Law on Vietnamese Workers Working Abroad under Contract; submit to the Minister a draft Circular amending and supplementing Circular No. 21/2021/TT- LDTBXH detailing a number of articles of the Law on Vietnamese Workers Working Abroad under Contract. Complete the development of the Strategy for sending Vietnamese workers to work abroad under contract for the period from now to 2030, with a vision to 2045, as a premise for research and reporting to competent authorities to amend the Law on Vietnamese Workers Working Abroad under Contract in 2026.

Along with that, focus on reviewing the entire staff of the Department to arrange and assign them to positions suitable to their qualifications, capacity and job requirements. Pay attention to the planning, consolidation and building of the staff of the Department; agree on the policy of continuing to improve the leadership of the Department, supplementing the staff to strengthen the Department, initially coordinating with the Department of Organization and Personnel to review, transfer and requisition civil servants in the Ministry to ensure standards, prioritizing positions in institutional development, positions in developing the Japanese and German markets with corresponding foreign language proficiency.

The Standing Committee of the Party Committee of the Ministry of Home Affairs assigned the Department of Personnel Organization and the Department of Overseas Labor Management to urgently carry out a comprehensive assessment and review of enterprises providing services to send workers to work abroad. Organize consultation conferences and complete policies with relevant agencies and enterprises to propose solutions to remove difficulties and obstacles for enterprises, creating maximum favorable conditions for enterprises to develop in accordance with the Party's guidelines and policies and the State's laws. Continue to promote administrative reform, enhance the application of information technology, digital transformation in handling administrative procedures, provide online public services throughout the process to create maximum convenience and reduce costs for people and enterprises. Prioritize maximum resources for upgrading the Database System of Vietnamese people working abroad and connecting with the National Database System on Population and other specialized databases.

Speaking at the recent conference announcing the decisions to send civil servants to work at units under the Department of Overseas Labor Management, Deputy Minister Vu Chien Thang emphasized that sending Vietnamese workers to work abroad is one of the important pillars of the economy, bringing in 5-7 billion USD in remittances each year, equivalent to key export industries such as electronics, textiles, and footwear. This is a special foreign affairs channel - human resources diplomacy, strategic and has a far-reaching influence.

He requested the Department of Overseas Labor Management to focus on perfecting the institution, especially advising on amending Decree 112/2021/ND-CP detailing a number of articles and measures to implement the Law on Vietnamese Workers Working Abroad under Contract, to completely eliminate loopholes that can easily lead to negativity in state management and public service provision. Build a tight enough institution so that no one dares to violate, has no conditions to violate, and does not want to violate. The Department reviews decentralization and clear delegation of authority between the Ministry, localities and specialized departments; strengthen digital transformation, provide online public services throughout the process, reduce direct contact, ensure transparency and prevent negativity.
