Da Nang directs focus on khắc phục damage caused by heavy rain and floods.

On October 30th, the Da Nang City People's Committee issued Document 3370/UBND-PTDS regarding focusing on overcoming damage caused by heavy rains and floods and responding to weather trends from now until the end of 2025.

Accordingly, in order to promptly support the people in overcoming the damage caused by heavy rains and floods, proactively respond to future natural disasters, and implement the directives of the Prime Minister and the Standing Committee of the City Party Committee, the Chairman of the People's Committee of Da Nang City requests that all departments, agencies, the People's Committees of communes, wards, special zones, and other agencies and units thoroughly understand and continue to effectively implement Official Dispatch No. 07/CĐ-UBND dated October 17, 2025, on proactively responding to natural disasters in the next 10 days and weather trends from now until the end of 2025, and other related directives.

Local authorities and units must not be negligent or complacent, but must focus on leadership and direction with the utmost urgency and decisiveness, proactively preventing and responding at the highest level, anticipating the worst-case scenarios to ensure the safety of lives and minimize damage to people's property, avoiding passivity and surprise; they will be responsible to the Chairman of the People's Committee of Da Nang City for the work of preventing, responding to, and mitigating the consequences of natural disasters.

Local authorities and units are focusing on directing efforts to mitigate damage caused by heavy rains, floods, and landslides: organizing visits to and encouraging families affected by the disaster; providing timely assistance with food, drinking water, medicine, and other essential necessities to people in affected areas. At the same time, they must ensure that absolutely no one goes hungry, cold, or without access to clean water, or is deprived of medical support when they are sick.

Authorities need to continue inspecting unsafe areas, especially those that are deeply flooded, isolated, low-lying along rivers and streams, and areas at risk of flash floods and landslides; deploying forces to guard and set up checkpoints, strictly prohibiting people and vehicles from traveling on roads that are deeply flooded, have strong currents, are submerged, overflowing, or on rivers, streams, and reservoirs. At the same time, resolutely prevent people and vehicles from passing through deeply flooded, dangerous areas, and areas prone to landslides; and prevent evacuated residents from returning home until safety is ensured.

In addition, provide housing and food to ensure stable living conditions for households whose houses have collapsed or been damaged, and those who have been urgently evacuated, ensuring that no household lacks food; mobilize local forces to assist people in repairing houses and quickly restoring production (especially agricultural production), and stabilizing the lives of people in the disaster-stricken area as soon as possible. Encourage households, individuals, and organizations in the area to immediately implement environmental sanitation, disinfection, and disease prevention measures after the floodwaters recede.

Depending on the actual developments of the natural disaster, localities must ensure safe conditions for students to return to school; urgently organize and implement measures to mitigate the consequences of floods and heavy rains; conduct inspections, compile statistics, assess and report on the overall damage situation in accordance with regulations; in particular, regarding casualties, carefully review the list, causes, and time of the incident.

Proactively utilize the resources of agencies, units, and localities to mitigate the consequences of natural disasters in accordance with regulations. In cases where the resources are exceeded, propose specific support needs according to current regulations and actual damage levels, and report the proposal to the People's Committee of Da Nang City, the Civil Defense Command of Da Nang City, and relevant departments and agencies.

Departments, agencies, chairpersons of the People's Committees of communes, wards, special zones, and associations shall compile and report fully on the damage situation, progress of disaster relief, and proposed needs to the Da Nang City Civil Defense Command, the Department of Agriculture and Environment before 2 PM daily for timely compilation and reporting to the Standing Committee of the City Party Committee, the Party Committee of the People's Committee of Da Nang City, and central agencies...
