Da Nang directs to focus on overcoming damage caused by heavy rain and floods

On October 30, the People's Committee of Da Nang City issued Document 3370/UBND-PTDS on focusing on overcoming damage caused by heavy rains and floods and responding to weather trends from now until the end of 2025.

Accordingly, in order to promptly support people to overcome the damage caused by heavy rains and floods, proactively respond to natural disasters in the coming time and implement the direction of the Prime Minister and the Standing Committee of the City Party Committee, the Chairman of the People's Committee of Da Nang City requested departments, branches, sectors, People's Committees of communes, wards, special zones and agencies and units to thoroughly grasp and continue to effectively implement Official Dispatch No. 07/CD-UBND dated October 17, 2025 on proactively responding to natural disasters in the next 10 days and weather trends from now until the end of 2025 and related directives.

Localities and units must not be negligent or subjective, but must focus on leadership and direction, with the most urgent and drastic spirit, proactively prevent and respond at the highest level, anticipate the worst situations to ensure the safety of people's lives, limit damage to property, and not be passive or surprised; be responsible to the Chairman of the People's Committee of Da Nang City in the work of preventing, responding to and overcoming the consequences of natural disasters.

Localities and units focus on directing the work of overcoming damage caused by rain, floods, and landslides in the area: Organizing visits and encouraging families with victims in the area; providing timely support with food, drinking water, medicine and essential necessities for people in damaged areas. At the same time, absolutely ensuring that people do not go hungry, cold, lack clean water, or do not receive medical support when sick.

Forces need to continue to check unsafe areas, especially deeply flooded, isolated areas, low-lying areas along rivers and streams, areas at risk of flash floods and landslides; deploy forces to guard and block roads, strictly prohibit people and vehicles from traveling on deeply flooded roads, fast-flowing, underground, overflowing roads, on rivers, streams, and reservoirs. At the same time, resolutely do not allow people and vehicles to pass through deeply flooded, dangerous areas, and areas prone to landslides; do not allow evacuated people to return home until safety is assured.

In addition, support accommodation and food to ensure stable life for households whose houses have collapsed or been damaged, households that have to be urgently evacuated, so that no household is left without food; mobilize local forces to support people in repairing houses, quickly restore production (especially agricultural production), and soon stabilize people's lives in disaster-affected areas. Mobilize households, individuals, and organizations in the area to immediately implement environmental sanitation, disinfection, and disease prevention and control immediately after the water recedes.

Depending on the actual development of natural disasters, localities must ensure safe conditions for students to return to school; promptly organize and implement measures to overcome the consequences caused by floods; conduct inspections, statistical assessments, and report on the damage situation in accordance with regulations; in which, for human damage, carefully review the list, cause, and time of the accident.

Proactively use resources of agencies, units and localities to overcome the consequences of natural disasters in accordance with regulations. In case of exceeding the balance capacity, propose specific support needs according to current regulations and actual damage, report and propose to the City People's Committee, the Da Nang City Civil Defense Command and relevant departments and branches.
