Speaking with management agencies and more than 100 businesses at the conference, Colonel Nguyen Huy Khich commented that Vietnam is in the golden population period, so the issue of labor export is very important for the country and for individual workers.
According to him, in society, there are many people who want to work abroad who are disadvantaged, and their need to work abroad to bring economic benefits to themselves and their country is a legitimate request. However, they have to pay a very high cost and this is a big problem.

According to Colonel Nguyen Huy Khich, through investigating a number of cases, the police discovered that businesses sending workers abroad were keeping huge amounts of money off the books. Although the current legal regulations related to this field are quite complete, there are still "loopholes".
There are many businesses that have not been licensed to export labor but have done many things, including recruiting resources and falsifying documents of organizations and agencies to promote labor export activities.
Colonel Nguyen Huy Khich pointed out that the current situation of Vietnamese people violating the law abroad is worrying, damaging the national image and the image of some reputable labor export businesses.
“Recently, the Ministry of Public Security has initiated many cases and directed local police to investigate many cases related to labor export activities. The main crimes prosecuted are fraud, abuse of trust, illegal exit, human trafficking, illegal organization of emigration abroad, violation of accounting regulations causing serious consequences, bribery, falsification of documents of agencies and organizations...”, Colonel Nguyen Huy Khich informed and said that in the past 2 years, hundreds of cases related to labor export have been initiated.

The Internal Political Security Department will make proposals to continue perfecting legal regulations in this field, especially avoiding "sub-licenses" and unnecessary procedures in labor export.
Colonel Nguyen Huy Khich also requested that businesses in this field comply with the law, compete fairly, and provide information to workers accurately, transparently, and as quickly as possible.
Proposal to have a set of standards for each labor market
At the conference, the Overseas Labor Center (non-profit organization) proposed that the Ministry of Home Affairs take the lead in building a National Information Portal on Overseas Employment. The portal will be the only official address, integrating information on all programs and markets, including non-profit programs and orders and contracts of licensed service businesses; helping workers to look up reliably, minimize negative behaviors and create a direct connection channel.
Based on the National Information Portal, the Overseas Labor Center recommends that the Ministry of Home Affairs direct the Department of Overseas Labor Management to develop and publish reference standards for each market and each major industry. These standards include: common age brackets, minimum requirements for qualifications/foreign languages, basic salaries, and basic working conditions. This helps workers self-assess, orient themselves, and have a basis for comparison and selection.
