Speaking with management agencies and over 100 businesses at the conference, Colonel Nguyen Huy Khich remarked that Vietnam is currently experiencing a demographic dividend, therefore the issue of labor export is of great significance for the country and for individual workers.
According to him, in society, many people who need to work abroad are disadvantaged, and their desire to work abroad to improve their personal and national economic situation is legitimate. However, they have to pay very high costs, which is a major drawback.

According to Colonel Nguyen Huy Khich, through the investigation of several cases, the police discovered that businesses sending people abroad for labor export were keeping very large sums of money off the books. Although the current legal regulations related to this field are quite comprehensive, there are still "loopholes".
Many businesses that have not been licensed to export labor are engaging in various activities, including recruiting workers and forging documents from organizations to promote labor export activities.
Colonel Nguyen Huy Khich pointed out that the current situation of Vietnamese people violating the law abroad is alarming, harming the national image and the image of some reputable labor export companies.
“Over the past period, the Ministry of Public Security has initiated legal proceedings in many cases and directed local police to investigate numerous cases related to labor export activities. The main charges include fraud, embezzlement, illegal emigration, human trafficking, organizing illegal emigration, serious violations of accounting regulations, bribery, and forgery of documents of organizations and agencies…”, Colonel Nguyen Huy Khich informed, adding that in the past two years, hundreds of cases related to labor export have been prosecuted.

The Department of Internal Political Security will make proposals to further improve legal regulations in this field, especially to avoid unnecessary "sub-licenses" and procedures in labor export.
Colonel Nguyen Huy Khich also suggested that businesses in this sector should comply with the law, compete fairly, and provide accurate, transparent, and timely information to workers.
The proposal suggests establishing a set of standards for each labor market.
At the conference, the Center for Overseas Labor (a non-profit organization) proposed that the Ministry of Interior take the lead in building a national portal on overseas employment. This portal would be the official, single source of information, integrating details on all programs and markets, including non-profit programs and orders/contracts from licensed service businesses; helping workers access reliable information, minimizing negative practices, and creating a direct connection channel.
Based on the National Information Portal, the Center for Overseas Labor proposes that the Ministry of Interior direct the Department of Overseas Labor Management to develop and publish sets of reference standards for each market and each major occupation. These standards should include: common age ranges, minimum requirements for qualifications/foreign language skills, basic salary levels, and basic working conditions. This will help workers self-assess, orient themselves, and have a basis for comparison and selection.
