
 In particular, key and traditional markets still maintain a stable number of laborers, with the Japanese market leading with 55,049 workers, followed by the Taiwanese market (China) with 47,135 workers and the Korean market with 9,996 workers. The number of European markets such as Germany, Romania, Hungary, Russia... remains stable.
 It is estimated that by the end of 2025, the number of Vietnamese workers going to work abroad in the 5-year period (2021-2025) will reach 636,000 workers, reaching 127.3% of the plan for the period 2021-2025 (in the period 2021-2025, the plan to send Vietnamese workers to work abroad under contracts is 500,000 workers).
 There are currently about 860,000 Vietnamese workers working abroad, mainly concentrated in some key markets such as Japan, Taiwan (China), South Korea and some European countries. Besides stabilizing key markets, new markets such as Germany, Romania, Hungary, Israel, UAE are expanding strongly.
 Workers working abroad have a relatively stable income and much higher than those working domestically in the same profession and at the same level. On average, workers send home about 6.5 - 7 billion USD each year, contributing significantly to the country's foreign currency resources, increasing savings and improving the lives of workers and their families. This activity not only brings an important source of remittances, but also contributes to improving the quality of human resources, spreading the image of hardworking, creative and disciplined Vietnamese people. The above results have a great contribution from more than 500 licensed service enterprises, many of which have become typical bright spots. These enterprises have been proactively expanding their markets, investing in training, strengthening international cooperation, and contributing to implementing the policy of Resolution 68-NQ/TW on developing a dynamic, integrated and highly socially responsible private sector. 
 According to Mr. Vu Truong Giang, the Department of Overseas Labor Management is urgently completing the draft Decree amending and supplementing a number of articles of Decree No. 112/2021/ND-CP of the Government , in which the draft transfers a number of administrative procedures for registering operations according to specific markets and industries from condition management to condition announcement; shifts from pre-inspection to post-inspection associated with strengthening inspection and supervision; simplifies and reduces the components of documents and conditions for service enterprises; strengthens strong digital transformation, and increases the use of electronic licenses.
 It is expected that in December 2025, the Ministry of Home Affairs will issue a Circular to replace Circular 21/2021/TT-BLDTBXH detailing a number of articles of the Law on Vietnamese Workers Working Abroad under Contracts; in which the new Circular will continue to thoroughly amend the procedures for registering labor supply contracts to simplify and create conditions for businesses to be more proactive in exploiting and developing new markets, but will also attach more responsibility to businesses when implementing.
