VKIST – A bright spot in cooperation in research and application of high technology
At the meeting, Associate Professor, Dr. Vu Duc Loi - Director of VKIST ( Ministry of Science and Technology ) introduced an overview of the formation process, development orientation and performance results of the Institute after nearly 10 years of establishment.
Currently, VKIST focuses on research in 8 key areas, including environment, energy, biotechnology, mechatronics, information technology, etc. Every year, the Institute publishes many inventions, many of which have been commercialized, creating a source of independent income for research activities.

Notably, since 2017, VKIST has cooperated with KIST Institute (Korea) to implement a human resource training program in the field of semiconductors, including stages from design, manufacturing, testing to product packaging. This force will become the core team of the semiconductor laboratory when the Institute completes its infrastructure.
VKIST also promotes the innovation cooperation program with enterprises, sending scientists to work directly at enterprises to research, propose technological solutions, and increase labor productivity. Initial results show that the productivity of enterprises participating in the program has increased hundreds of times compared to before thanks to the application of research results to production practices. In 2025, the Institute plans to expand this model to five high-tech enterprises to replicate the effectiveness of cooperation.
Hanoi aims for smart urban areas and high-tech human resources
Speaking at the meeting, Vice Chairman of the City People's Committee Truong Viet Dung acknowledged and congratulated VKIST's outstanding results in research and application of science and technology, affirming that these are practical contributions to the innovation ecosystem of the Capital.
The Vice Chairman emphasized that in recent times, Hanoi has paid special attention to investing in and developing science and technology in the spirit of Resolution 57 of the Politburo. In order to concretize the Law on the Capital (amended, 2024) and major policies of the Central Government, the Hanoi People's Council has issued 6 specific Resolutions on science, technology and innovation.
These policies are considered institutional breakthroughs, including: Tax incentives for individuals and businesses conducting scientific research, support for purchasing and operating technological equipment, and investment mechanisms for developing a creative startup ecosystem in the area.
In addition, the City is promoting cooperation between the government – research institutes – universities – enterprises, aiming to form a large-scale innovation network. It is expected that in November or December 2025, Hanoi will sign framework cooperation agreements and inaugurate a chain of Innovation Centers, creating a foundation for comprehensive science and technology development.
According to Vice Chairman Truong Viet Dung, the City will continue to study more flexible management mechanisms, especially in salary policies and talent attraction, to build a high-quality workforce in the technology sector. An upcoming development focus is the Yen Xuan - Tien Xuan smart urban area (600 hectares, Hoa Lac vicinity), which is expected to become a new growth nucleus, contributing to helping Hanoi achieve its double-digit growth target in the coming years.
The city is also considering incorporating semiconductor technology education into the secondary school curriculum, helping students develop technological thinking and skills early on – creating a foundation for the future generation of digital citizens.
The Vice Chairman of the City People's Committee affirmed: "Hanoi is ready to pioneer in testing new models, innovating institutions and management mechanisms, contributing to the overall development of the country."
Previously, the City's working delegation also visited and worked at a number of key research facilities of Hanoi National University (Hoa Lac campus) and research institutes in Hoa Lac High-Tech Park, recognizing the initial results in science and technology development and innovation in the western region of the capital.
