That is the opinion of many cadres, party members, civil servants, public employees and people of Vinh Long province when giving comments on the draft documents of the 14th National Congress of the Party.

Prioritize infrastructure investment to strengthen regional connectivity

Master Nguyen Vo Nhat Duy, Member of the Executive Committee of the Vietnam Young Intellectuals Association, Chairman of the Ben Tre Young Intellectuals Club (Vinh Long province) said that the socio-economic development targets for the period 2026 - 2030 are built on a scientific basis, in line with the country's potential and advantages and demonstrate the high political determination of the entire Party and people. The draft sets ambitious but feasible targets, such as: Average GDP growth rate of about 10%/year; average income per capita of about 8,000 USD by 2030; human development index (HDI) strives to reach about 0.78; forest cover rate maintained at 42%; greenhouse gas emissions reduced by 8 - 9%; the rate of production and business establishments meeting environmental standards of about 98 - 100%...

Master Nguyen Vo Nhat Duy highly appreciated the orientation of rapid development combined with sustainability, transforming the growth model based on productivity, innovation, digital transformation, green economy and circular economy. This is the right direction to maintain high growth rate while ensuring balance between economic development, environmental protection and social progress - towards the goal of building a fast, sustainable, prosperous and happy Vietnam.

From the reality of the Mekong Delta region, especially in Vinh Long, Master Nguyen Vo Nhat Duy proposed that the Central Government continue to prioritize strategic infrastructure investment, strengthen regional connectivity, develop high-quality human resources; at the same time, have a mechanism to encourage businesses to innovate, apply science and technology and renewable energy in agriculture , processing industry and resource management.

Commenting on the socio-economic development targets for the next period, former Vice President of the Union of Science and Technology Associations of Vinh Long province Thai Van Tao said that the GDP and GRDP growth targets for the 2026-2030 period have been carefully studied by the document drafting committee and are based on the socio-economic achievements of previous terms, as well as the scientific basis of the world situation, domestic resources and domestic and foreign development trends.

Analyzing the above statement, Mr. Thai Van Tao said that through research and monitoring of data published by the General Statistics Office of Vietnam, from 2011-2025 (except for 2020 and 2023, Vietnam's GDP scale reached below 3% due to the impact of the COVID-19 epidemic), the remaining years all reached over 5% (from 5.05% - 8.02%). GDP scale grew strongly from 346 billion USD in 2020 to about 510 billion USD in 2025. Vietnam's economy rose from 37th to 32nd in the world, up 5 places, and 4th in the ASEAN region. GDP per capita increased 1.4 times, from 3,552 USD in 2020 to about 5,000 USD in 2025 and entered the group of upper middle-income countries.

Chairman of the Vinh Long Province Business Association Nguyen Tuong Nam was quite pleased with the draft document when he affirmed that the private economy plays the most important driving role, orienting the economy towards independence, autonomy, deep integration, rapid and sustainable development; taking high-quality human resources, science and technology as the foundation; identifying environmental protection and socio-economic development as the central task... These are important orientations for decisions, management and creation policies from the Central to local levels, spreading among the people and businesses.

Mr. Nguyen Tuong Nam hopes that the Congress will continue to discuss and complete additional contents to create a more long-term strategic foundation, unleash the resources and will of the entire people, and develop Vietnam's unique market economy. Accordingly, enterprises need to be identified as the center of the innovation ecosystem, improve labor productivity, and be the core to create appropriate values ​​for the socialist-oriented market economy. At the same time, orient the development of a new-age Vietnamese business team - with political mettle, knowledge, business ethics, global thinking and national spirit. In addition to strategic special zones, it is necessary to consider the institution of developing "special economic zones" according to industry clusters, value chains, cultural and social factors, and impacts of environmental changes... as a basis for important decisions and the release of resources. In addition, the Congress needs to develop a specific action and monitoring program to implement the Resolution of the 14th Congress on business and entrepreneur development with clear targets, decentralization, and roadmap, and to promptly implement it into practice and effectively.

Increasing investment in digital infrastructure

The majority of officials, party members and people of Vinh Long province agreed with the draft document identifying breakthroughs in science, technology, innovation and national digital transformation development, creating the main driving force to develop new productive forces; improving the capacity and efficiency of the national innovation system is one of the orientations for national development in the 2026 - 2030 period.

Master Nguyen Vo Nhat Duy affirmed that this is a strategic step to form a new production force, improve labor productivity and national competitiveness. In fact, many localities in the region have initially deployed digital agriculture, product traceability, e-commerce platforms, and digital maps of natural resources and environment, but innovation capacity is still limited due to lack of technology human resources, data infrastructure and connection mechanisms.

Therefore, the Central Government needs to increase investment in digital infrastructure, innovation centers and regional databases, encourage businesses, cooperatives and people to apply digital technology, and train digital human resources for agriculture, natural resources and the environment. This will be an important foundation for the Mekong Delta to develop rapidly, sustainably and flexibly adapt to climate change in the 2026-2030 period.

Agreeing with the above viewpoint, Mr. Thai Van Tao said that, in the general trend of the whole world, in addition to the main driving forces to develop new productive forces, improve the capacity and efficiency of the national innovation system, the issue that needs more attention is to soon complete the legal corridor, build appropriate policy mechanisms. Along with that, it is necessary to promote the mechanism of mobilizing finance in society and the mechanism to stimulate innovation in economic sectors, especially private enterprises. The State, with its main role, promotes and creates conditions for institutes, schools, businesses and people to join hands to invest in developing high-quality young human resources; reorganize domestic training and scientific research agencies and systems and attract global talents to become a strength in human resources of Vietnam in the future.
