Ho Chi Minh City: Strictly implement discipline, administrative discipline and public service activities

Previously, the Chairman of the Ho Chi Minh City People's Committee issued Decision No. 1121/QD-UBND on the establishment of a Special Working Group on inspecting public service in the activities of local governments at two levels in the city (Special Working Group).

Based on the surprise inspection of public service activities in 2 days: October 2-3, the Special Task Force issued Report No. 6359/BC-TCT and proposed that the Chairman of the City People's Committee assign the City People's Committee Office, the Department of Science and Technology (KH-CN), the Department of Home Affairs, the City Digital Transformation Center (CĐS), the City Public Administration Service Center (PVHCC) to strengthen coordination in inspecting the handling of administrative procedure (TTHC) records and records not dependent on administrative boundaries that have been announced by the City People's Committee.

The Department of Science and Technology shall preside over and coordinate with relevant departments, branches and units to develop a plan to organize training and professional training for commune-level civil servants on handling administrative procedures under the jurisdiction of the district level transferred to the commune level.

The Chairman of the City People's Committee also assigned the Department of Finance to preside over and coordinate with localities (where there are assigned Area Teams to receive dossiers regardless of administrative boundaries) to inspect and review the performance of duties of civil servants assigned to participate in the Area Teams to promptly make corrections; advise the Chairman of the City People's Committee to review and appraise the proposal for additional funding of the People's Committees at the commune level.

Assign the City Digital Transformation Center to coordinate with relevant departments, branches, sectors and units to propose a plan to synchronize the VBdlis software system with the one-stop software and the National Public Service Portal to promptly resolve administrative procedures for people: Add functions to look up, remind tasks, notify the status of interconnected files; shorten the electronic process for certification procedures from 6 steps to 2 steps; advise on a plan to survey and evaluate the reasons why people do not submit documents at 38 local groups to have appropriate propaganda solutions.
