Ho Chi Minh City proposes to issue a resolution on converting buses to use electricity and green energy.

The People's Committee of Ho Chi Minh City proposed that the Standing Committee of the Party Committee of the People's Committee of Ho Chi Minh City consider, agree and submit to the Standing Committee of the Ho Chi Minh City Party Committee for approval of the policy of issuing a Resolution on converting buses to use electricity and green energy.

On the afternoon of October 28, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed document No. 611/TTr-UBND to the Standing Committee of the Ho Chi Minh City People's Committee Party Committee on the policy of issuing a Resolution of the People's Council stipulating the implementation roadmap and support policies for converting public passenger transport by buses using electricity and green energy in the city.

According to the submission, the People's Committee of Ho Chi Minh City requested the Standing Committee of the Party Committee of the People's Committee of Ho Chi Minh City to consider, agree and submit to the Standing Committee of the Ho Chi Minh City Party Committee for approval of the policy of issuing the above resolution.

According to the Ho Chi Minh City People's Committee, the resolution will be the basis for Ho Chi Minh City to implement a roadmap to gradually convert public transport from fossil fuels to electricity and green energy, in line with the orientation of sustainable transport development, reducing greenhouse gas emissions and protecting the urban environment.

By 2030, Ho Chi Minh City will complete the conversion of 100% of buses to use electricity or green energy, 20 years earlier than the Government 's general roadmap. This is part of the Project to enhance public passenger transport associated with the control of personal motor vehicles and the Project to control vehicle emissions.

In the 2026-2030 period, the estimated cost of converting buses to green energy is 7,577 billion VND, of which the city budget will spend 4,667 billion VND, not including 822.4 billion VND in interest support for loans to invest in vehicles and charging stations, disbursed until 2036. The total annual subsidy budget for public transport is estimated at 16,495.7 billion VND.

In parallel with the bus conversion, the city is speeding up the progress of metro and light rail projects (LRT) and the project to convert two-wheeled vehicles from gasoline to electric for technology and delivery vehicles - focusing on policies to support the purchase of new electric motorbikes and the collection of old vehicles.

The city also encourages businesses to invest in charging stations, battery rental services, issue green bonds, sell carbon credits, and apply the public-private partnership (PPP) model to build large-scale public charging stations.

According to the roadmap, by 2030, Ho Chi Minh City strives to reduce 90% of the amount of air pollution from traffic, 15% - 20% of electric motorbikes, 5% - 10% of electric cars, and public passenger transport to cover 15% of travel demand; towards 2050, 100% of means of transport will use electricity or green energy, moving towards the goal of net zero emissions.
