During the inspection, the City Party Secretary and the delegation traveled by boat to reach deeply flooded areas, directly assessing the situation and listening to feedback from residents and tourists staying in the area. In many areas, the water level rose high and the currents were strong, causing disruption and isolation.

The Party Secretary acknowledged the proactive efforts of local authorities and functional forces in relocating, rescuing, and supporting people according to the "four on-the-spot" principle; and also visited and encouraged people to overcome the difficulties caused by the floods.

Party Secretary Le Ngoc Quang emphasized that, given its unique characteristic as a tourist destination, Hoi An's top priority is ensuring absolute safety for both residents and tourists .

Local authorities need to proactively plan for evacuating tourists to safe areas before water levels rise, guide residents on how to respond, and avoid complacency in all situations.
During the meeting, the leaders of Hoi An Tay ward reported that the flooded area covers approximately 4 square kilometers, affecting over 9,000 people, with the deepest areas reaching 3.5 meters. The local authorities have relocated residents from low-lying areas to higher ground, especially those with elderly people and young children; they have also mobilized forces to assist in transporting essential goods and food to the affected residents.

The Party Secretary of the City requested that units and localities focus intensely on implementing urgent tasks to respond to floods and heavy rains, review the operations of the Civil Defense Command at vulnerable points, and organize the thorough relocation of people from dangerous areas.
The task of raising awareness and persuading people to leave risky areas must be carried out resolutely, prioritizing the safety of lives above all else.
Take proactive measures to ensure that no one suffers from hunger or thirst.
The Party Secretary noted that, given the complex situation of ongoing floods, relevant agencies must maintain regular communication to ensure timely support for residents and tourists, especially in areas that are cut off or isolated. Healthcare must be prioritized, with increased personnel and medical supplies, and readiness to provide first aid and handle any outbreaks of disease after the floods.

The City Party Secretary commended the solidarity and responsibility of the police, military, and other functional units for their swift response at hotspots, assisting people in evacuation, rescue, and relief efforts. He also requested that all forces maintain the highest level of readiness, deploying personnel and equipment to critical locations to promptly handle any adverse situations.

At Tan Thanh and An Bang beach areas (Hoi An Tay ward) – which recently suffered severe erosion due to Typhoon No. 12 – the City Party Secretary acknowledged the effectiveness of some sections of the breakwater, but noted that the erosion remains very serious and poses a risk of spreading; he requested that relevant agencies promptly develop a comprehensive plan and mobilize resources to invest in a solid embankment to protect coastal residential areas and infrastructure.
