Some key tasks include: reviewing policy mechanisms to mobilize resources, building, appraising, and promulgating railway standards and regulations, to be completed by October 2025. Localities urgently review and accurately report capital needs to the Ministry of Construction and the Ministry of Finance for timely arrangement, ensuring no delay in site clearance.

Regarding the North-South high-speed railway project, the Ministry of Construction shall preside over and coordinate with relevant ministries and branches to urgently complete the dossier on evaluating and selecting the optimal investment form, criteria for selecting investors and the dossier on specific mechanisms and policies for the project after promulgating the Regulations, standards and procedures in accordance with the direction of the Prime Minister and the direction of the Prime Minister in Official Dispatch No. 10049/VPCP-CN dated October 16, 2025 and Deputy Prime Minister Tran Hong Ha in Notice No. 567/TB-VPCP dated October 22, 2025; direct the Railway Project Management Board to complete the selection of a Consultant to support project preparation as reported by the Ministry of Construction.

Localities and Vietnam Electricity Group (EVN) continue to promote site clearance and relocation of technical infrastructure according to approved plans.

The Ministry of Construction coordinates with the Ministry of National Defense and the Ministry of Public Security to clear the site, survey, and relocate defense and security works to ensure the effectiveness and progress of the Project.
