Requesting wards and communes to urgently handle the debt of more than 53 billion VND for household waste treatment

Accordingly, the Provincial People's Committee assigned the People's Committees of communes and wards to proactively manage the commune-level budget, advise and seek opinions from the Standing Committee of the Commune-level People's Council to approve the policy of adjusting and supplementing the 2025 budget estimate and report to the Provincial People's Council at the nearest session; at the same time, urgently coordinate with Sonadezi Service Joint Stock Company to accept, complete documents, establish payment procedures, and complete no later than October 30, 2025.

In addition, the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with the Department of Agriculture and Environment and the State Treasury of Region XVII to guide the People's Committees of communes and wards to carry out procedures for costs of collection, transportation and treatment of domestic solid waste in the locality.

The Department of Agriculture and Environment monitors and urges the People's Committees of communes and wards to complete the payment of domestic waste treatment costs in the area. During the implementation process, if there are any problems, promptly summarize and report to the Provincial People's Committee for direction and handling according to regulations. Urgently coordinate with relevant units to advise the Provincial People's Committee to issue ceiling prices for collection, transportation and treatment of domestic solid waste as a basis for localities to carry out environmental protection work for domestic waste in the province.

Previously, the Department of Agriculture and Environment had a document reporting to the Provincial People's Committee regarding the debt of waste treatment fees of wards and communes. At the same time, the Department proposed the Provincial People's Committee to direct immediate handling to avoid backlog and congestion of domestic solid waste causing environmental pollution and public frustration.

Information from Sonadezi Service Joint Stock Company, the unit that is handling domestic waste for 37 wards and communes in the province. From July 1 to September 30, 2025, these localities owe the enterprise a total of more than 53 billion VND. In addition, before the time of operating the 2-level local government, the old districts and cities still owed the enterprise more than 15 billion VND.
