Accordingly, for contractors who are weak, uncooperative, and have been repeatedly warned during the construction of the two projects but have not improved, such as Truong Son Construction Corporation, 479 Hoa Binh Joint Stock Company, Hai Dang Joint Stock Company, Trung Nam Construction and Installation Joint Stock Company, and Hoang Thanh Investment and Trading Joint Stock Company, the Chairman of the Provincial People's Committee requested the Dong Nai Provincial Investment and Construction Project Management Board to conduct a serious review, record violations of the contract, reallocate work volume, or terminate the contract according to regulations if further delays occur.
In addition, the Dong Nai Provincial Investment and Construction Project Management Board directed contractors to accelerate construction progress, ensuring technical traffic opening of projects before December 19, 2025, which is a political commitment of Dong Nai province to the Government. A comprehensive review of the entire progress schedule was conducted, critical path reconstruction was carried out, bottlenecks were identified, and responsibilities were clearly assigned to specific individuals, tasks, and deadlines for completion of each item. The board resolutely reallocated work volume and added capable subcontractors; in cases where contractors failed to meet requirements, legal action was taken in accordance with the contract.
The Dong Nai Provincial Investment and Construction Project Management Board shall report on progress weekly, accompanied by minutes confirming the actual volume of work and the plan for the following week, strictly prohibiting formal reports that do not accurately reflect the site conditions. At the same time, it shall preside over and coordinate with the Department of Construction to publicly post the list of contractors violating progress schedules and contracts on the national bidding network system, as a basis for relevant authorities to consider restricting their participation in other bidding packages.

The Chairman of the Provincial People's Committee requested that the head of the Dong Nai Provincial Investment and Construction Project Management Board be fully responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for the progress, quality, volume, and effectiveness of project implementation.
According to the requirements of the Government and the Prime Minister, Component Project 1 of the Bien Hoa - Vung Tau Expressway Project and Component Project 3 of the Ho Chi Minh City Ring Road 3 Project must be completed and opened to traffic before December 19, 2025. However, in reality, the construction progress of the two projects is still slow and has not met the requirements. Specifically, Component Project 1 of the Bien Hoa - Vung Tau Expressway Project has only achieved approximately 51% of the signed contract value, 17% behind schedule. Component Project 3 of the Ho Chi Minh City Ring Road 3 Project has only achieved nearly 50% of the signed contract value, 4.4% behind schedule.
