The Chairman of the Provincial People's Committee requested strict handling of weak contractors in the construction of two key national projects.

(DN) - On October 27, regarding the construction progress of Project Component 1, Bien Hoa - Vung Tau Expressway Project and Project Component 3, Ring Road 3 - Ho Chi Minh City Project, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc commented on the announcement of the conclusion on the construction progress of the two projects. In particular, the Chairman of the Provincial People's Committee requested the Dong Nai Provincial Construction Investment Project Management Board to strictly handle weak contractors.

Accordingly, for weak and uncooperative contractors who were repeatedly reminded during the construction of the two projects but did not make any changes, such as Truong Son Construction Corporation, 479 Hoa Binh Joint Stock Company, Hai Dang Joint Stock Company, Trung Nam Construction and Installation Joint Stock Company, Hoang Thanh Investment and Trading Joint Stock Company, the Chairman of the Provincial People's Committee requested the Dong Nai Provincial Construction Investment Project Management Board to seriously review, make a record of handling contract violations, transfer volume or terminate the contract according to regulations if there is continued delay.

Along with that, the Dong Nai Provincial Construction Investment Project Management Board directed contractors to speed up construction progress, ensuring technical traffic of projects before December 19, 2025, this is a political commitment of Dong Nai Province to the Government. Review the entire progress, rebuild the critical path, identify "bottlenecks" and clearly assign people, tasks, and deadlines for completing each item. Resolutely transfer the volume, add capable subcontractors, in case the contractor does not meet the requirements, a case file must be prepared for handling according to the contract.

The Dong Nai Provincial Construction Investment Project Management Board reports progress periodically every week, with a record confirming the actual volume and the next week's plan. It strictly prohibits the reporting of formalities that do not accurately reflect the actual situation. At the same time, preside over and coordinate with the Department of Construction to publicly post the list of contractors violating progress and violating contracts on the national bidding network, as a basis for competent authorities to consider restricting their participation in other bidding packages.

The Chairman of the Provincial People's Committee requested the head of the Dong Nai Provincial Construction Investment Project Management Board to take full responsibility before the Provincial People's Committee and the Chairman of the Provincial People's Committee for the progress, quality, volume and effectiveness of project implementation.

According to the request of the Government and the Prime Minister, Project Component 1, Bien Hoa - Vung Tau Expressway Project and Project Component 3, Ring Road 3 - Ho Chi Minh City must complete technical traffic before December 19, 2025. However, in reality, the construction progress of the two projects is still slow, not meeting the requirements. Of which, Project Component 1, Bien Hoa - Vung Tau Expressway Project has only achieved about 51% of the signed contract, 17% behind schedule. Project Component 3, Ring Road 3 - Ho Chi Minh City has only achieved nearly 50% of the signed contract, 4.4% behind schedule.
