The Ministry of Justice plans to abolish 520 administrative procedures (AP) in 2025. The total number of APs to be reduced and simplified is 2,941/4,888 APs related to production and business activities.
The Ministry of Justice requests the Chief Justice of the Supreme People's Court, Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities to urgently direct the review, propose reduction and simplification of administrative procedures, prepare reports, and send the results to the Ministry of Justice before October 31, 2025.
The document clearly stated: This is a very important and urgent task that needs to be urgently focused on and completed. The Ministry of Justice requests that the Chief Justice of the Supreme People's Court, Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities pay attention to directing its implementation.

According to the report of the Ministry of Justice, currently ministries and ministerial-level agencies have been focusing on organizing the good implementation of administrative procedures prescribed in legal documents, as well as reviewing and researching the reduction and simplification of administrative procedures according to directive documents, focusing on implementing approved plans to reduce and simplify administrative procedures.
Implementing Resolution No. 66/NQ-CP, as of September 22, 2025, ministries and ministerial-level agencies have proactively reduced (abolished) 172 administrative procedures, simplified 718 administrative procedures; and reduced (abolished) 222 business conditions.
It is expected that in 2025, 520 administrative procedures will be abolished and 2,421 administrative procedures will be simplified. The total number of administrative procedures to be reduced and simplified is 2,941/4,888 administrative procedures related to production and business activities (expected to reach 60%).
The Ministry of Justice plans to cut 2,263/6,974 business conditions in conditional business sectors and occupations (expected to reach 32%).
Ministries and ministerial-level agencies are also continuing to review and overcome limitations and shortcomings in decentralization, delegation, and determination of authority to resolve administrative procedures in the implementation of two-level local government.
In addition, ministries and branches have accelerated the construction of national databases and specialized databases; interconnected, synchronized, and shared data between systems to provide online public services throughout the process, as well as reduce and simplify administrative procedures.
According to data from the National Database on Administrative Procedures (accessed on October 17, 2025), the total number of administrative procedures is currently 5,527. Including: 3,170 administrative procedures at ministerial or vertical level; 2,082 administrative procedures at provincial level; 400 administrative procedures at commune level and 141 administrative procedures at other agencies.
In addition, statistics from the Government Office show that there are 668 administrative procedures regulated by localities to meet specific local policies.
Recently, the Ministry of Public Security has proactively coordinated with consulting units to review and identify 15 types of documents that have complete data and can be automatically exploited to reduce and simplify the components of administrative procedure records.
On that basis, the Ministry of Public Security has made a detailed list of administrative procedures with document components that can be replaced by data. Accordingly, it is expected that there will be 734 administrative procedures with document components that have 1 of 15 types of documents that can be replaced by data.
