Make every effort to remove bottlenecks

According to Minister Tran Duc Thang, since the beginning of 2025, the world situation has had many complex fluctuations, posing many difficulties and challenges, affecting the performance of the industry's tasks.

In the country, in addition to the basic opportunities and advantages, there are increasing difficulties and challenges, especially climate change, which has caused abnormal weather patterns, leading to heavy losses in human lives and property. Since the beginning of the year, natural disasters have left 256 people dead and missing, with estimated economic losses of over 61 trillion VND.

In particular, at this time, the provinces from Quang Tri to Quang Ngai are facing extremely heavy rain and floods, with an average rainfall of 1,000-1,500 mm. In Hue city alone, up to now, the rainfall has reached 4,476 mm, of which on October 27, the rainfall recorded 1,740 mm, the highest level ever.

In the context of the above complicated situation, under the leadership and close direction of the Party and the National Assembly, the drastic participation of the Government and the Prime Minister, the smooth coordination of ministries, branches and localities, together with the joint efforts and consensus of the people and businesses, the entire Agriculture and Environment sector has made every effort to remove bottlenecks, overcome difficulties and obstacles, and strive to achieve the set goals.

In the first 9 months of 2025, the industry's growth rate still reached 3.83%. All other targets have basically been completed and exceeded the 2025 plan. The total export turnover of agriculture, forestry and fishery products reached 52.31 billion USD, with a trade surplus of nearly 16 billion USD. Agriculture has affirmed its role as one of the important pillars of the national economy, contributing greatly to the national trade balance; the management of the environment, minerals and islands has made important strides, contributing positively to the socio-economic development of the country.

However, in addition to the achievements, there are still shortcomings and limitations as pointed out by National Assembly delegates. Specifically, growth is still unstable; the quality and competitiveness of some agricultural products are not high; the development of green agriculture and modern agriculture still has certain limitations. Quality management, food safety control, and testing in some places and at some times still reveal many shortcomings...

In addition, the agricultural export market is facing many difficulties due to the trend of returning to production protection and the increased application of technical barriers by many countries. Most recently, the United States has imposed reciprocal tariffs on imported goods from Vietnam.

Administrative procedures related to land and some other areas under the Ministry's management have not yet met requirements. The work of innovating and improving the operational efficiency of agricultural companies still has many shortcomings and limitations. The problem of environmental pollution, management and use of mineral resources, especially land and water resources, has not yet achieved the desired results.

The ability to respond to and minimize the impacts of natural disasters and climate change is facing great challenges, requiring synchronous, fundamental solutions and more drastic implementation.

4 important job groups

Recognizing the above issues, the Ministry of Agriculture and Environment and the entire sector identified 2026 and the 2026-2031 period as an important period for the whole country to firmly enter a new era, implementing the development goals set by the Party, the National Assembly and the State, prioritizing the target of double-digit growth and green, sustainable development. The sector has set 18 very positive targets to achieve by 2030, including a growth target of 3.5% to 4%.

Minister Tran Duc Thang emphasized: To achieve these goals, a key factor is to have appropriate policies. Therefore, at this session, the Ministry of Agriculture and Environment chaired with ministries and branches to advise the Government to submit to the National Assembly 4 important work groups.

The first is to amend and supplement 15 laws in the fields of Agriculture and Environment. The focus is on three groups of issues: Complying with two-level local governments; continuing to reform administrative procedures, cutting down on investment and business conditions and removing bottlenecks that need to be addressed immediately to create conditions for development from 2026.

The second is to amend and supplement the Law on Geology and Minerals. Accordingly, the proposed amendments this time will help to remove difficulties and obstacles, exploit and use the country's mineral resources most effectively, contributing to the common development.

Third, a content that many delegates are interested in is the draft Resolution of the National Assembly on removing difficulties and obstacles in implementing the 2024 Land Law. This content will help make land truly an important resource for the country's sustainable development.

Fourth, in this session, the Ministry of Agriculture and Environment submitted to the Government for submission to the National Assembly a national target program based on the integration of three programs: the program for new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas.

"The Ministry of Agriculture and Environment believes that with these policies, if approved by the National Assembly, along with the strong direction of the Government, ministries, branches and localities, we will solve many problems, creating favorable conditions for the country's development in the coming time," said Minister Tran Duc Thang.
