On the same afternoon, the local authorities and people had just finished repairing two heavily subsided areas when in the evening, a new embankment suddenly collapsed due to the impact of heavy rain combined with high tides, causing erosion of the embankment and directly threatening the residential area inside.
Faced with the emergency, Duy Nghia Commune People's Committee mobilized nearly 1,000 people including officers and soldiers of Division 315, police, military , militia, youth union members and people from villages in the area to participate in reinforcement. Many households also brought dozens of trucks to support the transportation of sand from Tay Son Dong village beach to the fishing wharf area to build bags and reinforce the embankment at night.

Under makeshift lights in the cold rain, the atmosphere of urgent work covered the entire area. Each person took on a part of the work: shoveling sand, tying bags, transporting and stacking bags at landslide sites. Local forces coordinated with soldiers, police, and militia to work through the night, determined to protect the embankment, protect the residential area and the fishing port, the anchorage and seafood trading place of fishermen in coastal areas.
By the early morning of October 30, the main landslide sites had been temporarily reinforced, reducing the risk of embankment failure. Authorities continued to deploy personnel to closely monitor the flood and high tide situation, ready to deploy response measures if water levels continued to rise.

Mr. Pham Duoc, Chairman of Duy Nghia Commune People's Committee, said that the urgent intervention of the government, armed forces and the solidarity of the people are key factors in preventing and limiting damage, ensuring safety for the An Luong fishing wharf embankment, a project of important significance in the economic life of local people.
"The locality is still maintaining night duty, coordinating with specialized units to closely monitor weather developments, and is ready to respond if a bad situation occurs," Mr. Duoc said.
