Specifically, the People's Committee of Da Nang City requested Dak Mi Hydropower Joint Stock Company, Song Bung Hydropower Company, and A Vuong Hydropower Joint Stock Company to organize operations to gradually lower the water level of Song Bung 2, Song Bung 4, A Vuong, and Dak Mi 4 hydropower reservoirs to the highest water level before the flood before 10:00 p.m. on November 3.
Operation start time is from 9:00 a.m. on November 1, switching to operating mode according to the Inter-reservoir Operation Procedure on the Vu Gia - Thu Bon river basin.
Da Nang requested large hydropower plants on the upper Vu Gia - Thu Bon River to regulate and release floodwaters from this morning, November 1, to welcome the heavy rain.

The organization and operation of the above hydropower plants must ensure the operating principles, avoid sudden changes according to regulations; organize information and notification to the authorities and people in the downstream area about the operation and regulation of the reservoir. In addition, hydropower companies regularly provide flood forecast bulletins for the reservoir and rainfall data from measuring stations in the reservoir basin.
The People's Committees of communes and wards in the downstream area continue to notify people and organizations operating on the river and along the river; aquaculture facilities on the river, water transport vehicles, etc. about the regulation of hydroelectric reservoirs to proactively take preventive measures to ensure the safety of people and property.
The Central Hydrometeorological Station warns that due to the influence of increased cold air combined with disturbances in the upper easterly wind zone, from November 1 to 3, Da Nang City will have moderate rain, heavy rain, and in some places very heavy rain and thunderstorms.
From the night of October 31 to the end of November 2, in communes and wards in the midland plains and southern mountainous areas, there will be heavy rain, very heavy rain and thunderstorms with common rainfall of 150 - 350 mm, in some places over 400 mm.
Communes and wards in the northern mountainous region have moderate rain, some places have heavy rain, very heavy rain and thunderstorms with common rainfall of 100 - 250 mm, some places over 300 mm.
Heavy rains from the night of November 1 to 4 are expected to cause floods on rivers in Da Nang City to rise again. The flood peak on Vu Gia - Thu Bon River fluctuates at levels below alert level 2 to alert level 3; Han River and Tam Ky River are at alert level 1 to alert level 2.
The historic floods that have lasted from October 27th until now have caused severe damage to Da Nang City. Currently, the floodwaters are gradually receding and localities are repairing the damage.
