Need clearer and more specific policies for developing ethnic minority areas

Through studying the draft documents, Secretary of the Party Committee of Muong Khieng commune (Son La province) Dinh Manh Hung assessed that the comments and assessments were carefully prepared by the Central Committee, structured, presented scientifically , reasonably, concisely, and easily understood; both demonstrating comprehensiveness and having action orientation, high feasibility, and consistent with reality in the new era of national development.

Regarding the Draft Political Report of the 13th Party Central Committee, Mr. Dinh Manh Hung agreed with the structure, content, theme, and overall development direction. He suggested clarifying the goal of "By 2030, our country will be a developing country with modern industry and high average income", adding specific implementation solutions and linking them to the role of the localities in the Northwest region.

Regarding socio-economic development, the Secretary of the Muong Khieng Commune Party Committee proposed adding separate policies for ethnic minority areas, remote and isolated areas; suggested emphasizing the key role of agriculture, farmers and rural areas in sustainable development; and needed to have clearer and more specific policies for the development of ethnic minority areas.

Mr. Hung commented that the Draft Report on 5 years of implementing the 10-year Socio-Economic Development Strategy 2021 - 2030; directions and tasks for socio-economic development 2026 - 2030 has assessed the context, assessed the situation and achieved results close to reality, in accordance with the practical situation of the country. The development perspectives, general goals, main targets; strategic breakthroughs with focus, key points, tasks and solutions clearly demonstrate the spirit of innovation, highlight core issues; and point out new points in leadership, direction and implementation.

He suggested that relevant agencies continue to prioritize investment in infrastructure in disadvantaged areas, develop human resources in mountainous areas associated with digital transformation; propose additional solutions to adapt to climate change, manage sustainable resources; strengthen political and ideological education, and perfect institutions related to protecting citizens and vulnerable groups in cyberspace.

The draft document has demonstrated the spirit of innovation, the desire for development and the unity of will within the entire Party and people. He proposed to add an assessment of the domestic situation and the world context affecting the implementation of the Resolution of the 13th National Party Congress. In the section assessing the results of the Resolution's implementation, it is necessary to further assess the work of the apparatus organization and payroll, more clearly demonstrating the outstanding results and practical experience in implementing the Central Resolutions on apparatus organization and payroll streamlining.

Regarding the viewpoint and goals of building and developing the country in the new period, Mr. Thang proposed adding more goals on science - technology, innovation, digital transformation, startups...

He assessed that the draft has a reasonable structure, clearly demonstrates the spirit of innovation and highlights core issues; basically points out new points in the leadership and direction of the organization and implementation of the 10-year socio-economic development strategy; results of 5 years of implementing the strategy in the context of many new difficulties and challenges... Mr. Nguyen Duc Thang suggested supplementing and analyzing lessons learned on the content of "coordination between ministries, branches and localities is sometimes not synchronized in some places".

Training and fostering grassroots cadres, young cadres, and ethnic minority cadres

In addition, according to Mr. Hoang Quoc Viet, in Section III of the Draft Political Report of the 13th Party Central Committee presented to the 14th National Congress, with the title "Continuing to build and synchronously perfect institutions for rapid and sustainable development of the country", it only identifies "Proactively building institutions to promote the development of green economy and circular economy", this content is still lacking and needs to add the element "Digital Economy".

Mr. Hoang Quoc Viet suggested continuing to pay more attention to training and fostering grassroots cadres, especially young cadres and ethnic minority cadres; having more specific solutions, measures and methods to widely and effectively implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, associated with promoting the role of young cadres, the core force in commune-level digital transformation; prioritizing investment in infrastructure in disadvantaged areas, developing human resources in highland areas, associated with digital transformation; proposing additional solutions to adapt to climate change and sustainable resource management.
