Documents of the 14th Congress: Continue to pay attention to the development of ethnic minority areas

Through studying the draft documents to be submitted to the 14th National Congress of the Party, cadres and Party members of Son La province agreed and highly appreciated the draft documents which were carefully prepared, have high generality, theory and practicality, and demonstrate the Party's strategic thinking and vision in the new period.

Continue to pay attention to the development of ethnic minority areas

As Secretary of the Cong village Party Cell, Chieng So Commune, Mr. Lo Van Chung said that giving opinions on the draft documents to be submitted to the 14th National Congress of the Party is a political activity of special importance. This is the political task of each cadre and Party member, demonstrating their sense of responsibility, belief and dedication to the Party and the development path of the country in the new period.

"Through research, I found that the draft documents this time were prepared very carefully, specifically, scientifically, demonstrating the strategic vision and aspiration to develop a prosperous and happy country. I am especially pleased with the contents mentioning green economic development, digital transformation, growth model innovation; attaching importance to the task of building and rectifying the Party, improving the leadership capacity and fighting strength of Party organizations and Party members," Mr. Lo Van Chung shared.

From the practical work at the grassroots level, Mr. Lo Van Chung proposed that all levels and sectors continue to pay more attention to the development policy of ethnic minority areas, especially in supporting production, creating sustainable livelihoods for people; increasing investment in rural infrastructure, schools, medical stations and training young, capable and dedicated cadres. In addition, relevant parties need to focus on inspection, supervision, prevention and fight against corruption and negativity, to strengthen people's trust in the Party and the State.

Working in the mountainous area with many difficulties, Mr. Nguyen Ngoc Tan, Standing Deputy Secretary of the Party Committee of Co Ma commune, confided that the draft documents clearly demonstrated the spirit of innovation and the aspiration to rise up of the nation in the new development period. From the reality of the mountainous area, the development of ethnic minority areas is not only a social security task, but also a strategic driving force to ensure national defense, security and sustainable development of the country. Therefore, agencies and units need to consider narrowing the gap between mountainous and plain areas as a strategic breakthrough in the 2026-2030 period.

Mr. Nguyen Ngoc Tan said that Co Ma is a mountainous commune with many difficulties and a high poverty rate. Therefore, to escape poverty sustainably, people must have opportunities to do business, start businesses, and access capital, technology and markets. He recommended that in the coming time, all levels and sectors should continue to strengthen vocational training, develop cooperatives, and link production; especially prioritize investment in essential infrastructure serving production and life such as roads, and build more 4G and 5G telecommunication stations to low-lying villages without telephone signals. There should be a more flexible mechanism in implementing national target programs, creating conditions for people to be proactive and creative in developing their livelihoods.

According to Mr. Nguyen Ngoc Tan, through the survey, the majority of party members highly appreciated the identification of national digital transformation as a major driving force for development as stated in the draft document. However, for digital transformation to truly enter the lives of the highlands, there must be separate policies for rural mountainous areas such as investing in network infrastructure, training digital skills for officials, teachers, and youth; encouraging the models of "Farmers selling online," "Community digital tourism," "Highland digital markets"... "Only when people in mountainous areas have access to technology and participate in the digital economy, will digital transformation truly become a driving force to narrow the development gap between the lowlands and the highlands," Mr. Nguyen Ngoc Tan emphasized.

Mr. Nguyen Ngoc Tan said that the Co Ma commune party members highly agreed with the general goal for the 2026-2030 period stated in the draft of rapid, sustainable, inclusive and humane development. However, to make that goal feasible, it is necessary to clarify the mechanism for allocating resources, prioritizing investment in infrastructure and public services for particularly difficult areas; and to develop a separate set of criteria to evaluate the results of development in mountainous areas, not only based on income but also on the level of access to education, health care, culture and living environment. This will be an important political basis to concretize the policy of "leaving no one behind" with strong, practical solutions suitable to the characteristics of each region...

Elaborate, comprehensive, many new points

Highly appreciating the work of preparing the draft documents to be submitted to the 14th National Congress of the Party, Mr. Nguyen Anh Binh, Secretary of the Chieng Mung Commune Party Committee, emphasized that the draft documents were elaborately, scientifically, comprehensively and had many new points, clearly demonstrating the strategic vision, innovative thinking and systematic approach of the Party. The content of the documents both inherited and creatively developed the theoretical foundation of Marxism-Leninism and Ho Chi Minh Thought; firmly adhered to the goal of national independence associated with socialism, expressing the aspiration to develop a prosperous, happy and steady country in the new era. The draft documents also reflected the will, aspirations and beliefs of cadres, party members and people; pointed out limitations, causes and proposed specific tasks and solutions for the coming period.

Through studying the draft documents, Mr. Nguyen Anh Binh proposed and commented on a number of contents, in which with the draft Political Report, he highly appreciated the part showing the determination to build and rectify the Party and the political system to be streamlined, effective and efficient. This is a revolution in organizational apparatus with a strategic and long-term vision. According to him, it is necessary to clarify further the limitations in the fields of health and education and emphasize more the exemplary responsibility of cadres, especially leaders, in overcoming "institutional bottlenecks," "term-based thinking" and "group interests."

Regarding the draft Action Program to implement the Congress Resolution, Mr. Nguyen Anh Binh said it is necessary to focus on key strategies, avoid spreading; prioritize the development of green economy, digital economy, circular economy and creative economy; promote institutional reform, build a clean, transparent and effective state apparatus to attract investment, protect the environment and develop sustainably.

Regarding the draft Report summarizing a number of theoretical and practical issues over 40 years of innovation, Mr. Nguyen Anh Binh proposed to analyze more deeply the subjective causes leading to ideological degradation, "self-evolution" and "self-transformation" in a number of cadres and party members; to develop more strongly the theory of digital governance and digital society, associated with innovation and application of technology in listening to people's opinions.

Regarding the draft report summarizing 15 years of implementing the Party Charter, Mr. Nguyen Anh Binh proposed that it is necessary to innovate the content and methods of studying political theory, linking theory with practice, creating appeal and practicality. The upcoming amendment and supplementation of the Party Charter will be in the direction of increasing the autonomy and self-responsibility of grassroots party organizations and establishing an effective internal criticism mechanism within the Party./.
