'It is difficult to effectively implement policies if officials lack courage and responsibility'

According to National Assembly delegates, legal policies will be difficult to effectively implement if officials and civil servants who plan and implement policies lack strategic vision, courage and responsibility.

"There are many invisible and visible obstacles that are hindering us, including small things that happen every day but contain big problems in thinking and in the way of acting that are a big obstacle to development."

This was the statement of delegate Tran Huu Hau (Tay Ninh) when discussing the results of implementing the 2025 socio-economic development plan, at the National Assembly Hall on the morning of October 29.

Publicize the work process

Telling a story more than 10 years ago, when he was assigned as Chairman of the People's Committee of Tay Ninh town (old), when visiting an important, sensitive room, he saw on the desk of a young person many files that had been processed but had not been submitted for signature or the leaders had signed but had not yet transferred them to the next stage to return to the people and businesses.

When asked "why is that?" he received the answer "it's not the transfer date yet, uncle." This young man explained that when he first came back, he collected the documents and transferred them immediately, but then realized that many colleagues looked at him as if he "fell from the sky with suspicious eyes," "they thought there must be something behind it, so he worked so quickly and enthusiastically."

At that time, he realized that when good people do not dare to do good work, when the apparatus cannot distinguish between good and bad people, then that apparatus has made serious mistakes and will certainly bring about stagnation and negativity. Therefore, despite many difficulties, the local leaders have made efforts to apply information technology to publicize the work handling process of cadres and civil servants, so that people, businesses, colleagues, and leaders can clearly see how each cadre handles their work, thereby having sufficient information to evaluate the cadres.

Delegate Tran Huu Hau expressed his appreciation for the "3 public" action motto that General Secretary To Lam directed: "We must publicize progress, publicize responsibilities and publicize results so that people and society can monitor and accompany us together."

According to him, if we carry out these "3 public" well, along with the implementation of the National Public Service Portal; the software for assigning tasks and evaluating officials that are being deployed and completed, we will have good tools so that in state administrative agencies, good people will strive to do their jobs better, and weak people will strive to become better.

Continuing to bring to the parliament the story of a leading cashew industry enterprise, with many companies in many localities, he said that since 2022, due to the impact of the COVID-19 pandemic, the enterprise has requested permission and been approved to temporarily suspend operations of a restaurant business company, but after the management software of the industries integrated data, the tax industry software detected that a company in the ecosystem had temporarily suspended operations and warned of risks to all other companies. And, local tax authorities did not accept the issuance of invoices despite knowing clearly about the capacity of each company.

Companies have to spend a lot of effort and time to present, explain, ask for intervention... Meanwhile, at this peak time, companies in the system export nearly 1 million USD every day. Besides the loss due to the stagnant flow of goods and cash flow, there are also huge invisible losses such as reputation for delivery progress and being suspected of having "problems" in operations, so the tax industry "blows the whistle."

From the above stories, the Tay Ninh delegation representative said that the regulations that are far from reality, the writers' mindless software that lacks reality, the insensitive and mechanical civil servants who only dare to follow the regulations like a robot have led to no small damage to businesses, to the people, and to the country.

According to delegate Hau, "the most difficult thing is still to innovate ourselves with new thinking and new methods of operation." Organizational innovation, institutional reform and digital transformation, along with other great things we are doing, will create great changes. But to quickly remove the obstacles in the corners of society, the system and each person; to liberate every resource, no matter how small, to contribute to the rise of the country and the nation... requires deep recognition and comprehensive, synchronous solutions.

Arrange the right person for the right job

Pointing out that there are still many bottlenecks in many areas, delegate Le Huu Tri (Khanh Hoa) cited the public investment sector, which since the beginning of the 15th National Assembly's term has had to amend many laws and specific policy mechanisms to remove bottlenecks and create breakthroughs, but public investment disbursement in 2025 will only reach over 50%.

The cause was determined to be problems with land procedures, compensation, resettlement support, limitations in investment preparation, capital allocation, and construction project management - a familiar story that continues to be on the National Assembly's agenda.

Delegate Le Huu Tri said that there are many reasons to explain the above problem, but administrative procedures and compliance costs are still big barriers for people and businesses.

Administrative procedures are still cumbersome and overlapping, increasing costs. The time from submitting documents to the Public Administration Center until receiving results must go through many stages, many complicated and lengthy procedures. The business environment has not created clear changes, administrative reforms over many terms have not yet met the requirements and trust of the people.

"Where are the root causes of the shortcomings and limitations? What are the bottlenecks and bottlenecks in the mechanisms, policies and regulations of the law? What are the bottlenecks and bottlenecks in the implementation stage? They need to be clearly and correctly identified in the process of building and perfecting the legal system," the delegate asked.

Delegate Tri said that the National Assembly and the Government have spent a lot of time focusing on reviewing institutional bottlenecks and knots; being strong, determined, and making breakthroughs in innovation in thinking in legislative work; fixing bottlenecks wherever they are; even in a short period of time, one law has been amended many times, one law has amended many laws, shortening the time to pass laws, but still has not overcome bottlenecks, obstacles, and knots from mechanisms, legal policies.

"I think that what we are thinking is objective but it is subjective. We innovate legislative work in the direction of handling situations to remove each bottleneck and bottleneck, so our laws lack long-term vision and consistency, and there are always overlaps and legal conflicts," the delegate commented; that is why we have had to issue many specific policies, effective in a short time to create a breakthrough.

The delegate also raised the question, "Is this also one of many other reasons why a large number of officials and civil servants performing public duties have to be overly cautious when implementing policies and avoid handling work of people and businesses to ensure safety?"

Legal policies will be difficult to effectively implement in practice if the team of cadres and civil servants who plan and implement policies lack strategic vision, courage and responsibility, and lack innovation and determination.

We have set clear goals, long-term vision, stable and open legal institutions, but the process of leadership and management of law enforcement is not resolute, half-hearted, and heavily focused on formalities, making it difficult to achieve short-term goals.

"That requires more objectivity and responsibility in assessing the qualifications, capacity, responsibility, and ethics of officials and civil servants to appoint leaders and managers with enough heart and capacity, to arrange the right people for the right job," delegate Tri concluded./.
