In particular, delegates proposed to focus on developing and promulgating 3 documents including the Prime Minister 's Decision guiding the responsibilities and procedures for consulting competent Party agencies on the content of legal documents; the Decree detailing and guiding the implementation of Resolution 197/2025/NQ-QH15 and the Project on drafting legal documents in a centralized and professional manner.
Delegates believe that it is necessary to continue to strengthen decentralization and delegation of power, but it must be appropriate to the capacity, ensuring the conditions and capacity of the agencies and entities being decentralized and delegated. At the same time, timely promulgation of documents guiding the implementation of decentralization and delegation of power contents.

National Assembly Deputy Do Thi Viet Ha said that recently, when implementing the two-level local government, the Government promptly issued 29 Decrees on decentralization and delegation of power from the Central to the local level; demarcating the authority transferred from the district level to the provincial level, down to the commune level in various fields. Reviewing and preliminary statistics showed that there were about 291 contents assigned to the provincial People's Committee, 206 contents assigned to the Chairman of the provincial People's Committee, and 95 contents assigned to departments and branches.
Particularly at the commune level, there are 204 contents assigned to the People's Committee at the commune level and 103 contents assigned to the Chairman of the People's Committee at the commune level; along with that, there are 63 tasks delegated by the provincial government to the commune level government.
Regarding administrative procedures, there are 556 administrative procedures that have been decentralized from the central level to the local level, 18 administrative procedures have been transferred from the district level to the provincial level, and the number of administrative procedures transferred to the commune level is up to 278 administrative procedures. This shows that the volume of tasks decentralized to the commune level and administrative procedures transferred to the commune level is very large.
In recent times, there has been a situation of work overload, low quality and efficiency of the commune-level government due to many reasons, including the ability to implement, human resources, physical conditions, equipment, working means, finance that has not been guaranteed, and has not met the requirements of the task. In addition, some regulations on decentralization and delegation of authority are not clear, have not been guided, and have many different interpretations, causing difficulties in application. There is a great need for documents guiding implementation...
The delegates suggested that the Government thoroughly review and evaluate the implementation of the 29 Decrees on decentralization, delegation of powers, and assignment of authority that have been issued, including regulations on administrative procedures. At the same time, when decentralizing, it is necessary to thoroughly evaluate the ability and conditions for implementing decentralization and delegation of powers as well as have inspection and supervision mechanisms to promptly have appropriate solutions to ensure effective decentralization and delegation of powers.
Along with that, National Assembly Deputy Do Thi Viet Ha proposed to continue to effectively review legal documents and handle and overcome conflicts, overlaps, difficulties and inadequacies discovered through the review, and especially to continue to effectively implement Resolution No. 206/2025/NQ15 of the National Assembly on special mechanisms to handle difficulties and problems caused by legal provisions.
