Clearly demonstrate the spirit of innovation and aspiration to rise up

The draft documents to be submitted to the 14th National Party Congress, announced on October 15, 2025, have attracted widespread attention in society. Through studying the draft, officials and Party members of Bac Ninh province expressed their high consensus; affirming that the draft documents were carefully and meticulously prepared, deeply evaluating and analyzing the great achievements after 40 years of renovation.

Orientation for developing young party members

In Bac Ninh province, the organization of contributing opinions to the draft documents to be submitted to the 14th National Party Congress was prepared by party organizations carefully, seriously, democratically, closely following the content, instructions, and discussion suggestions of the Central Committee. Cadres and party members demonstrated a sense of responsibility, enthusiasm, and intellectual concentration in researching, discussing, and contributing opinions to the draft documents of the Central Committee.

Vice Chairman of the Vietnam Fatherland Front Committee of Bac Ninh province, Secretary of the Bac Ninh Provincial Youth Union Tran Van Dang said he highly agreed with the draft documents. The draft documents have been carefully, thoroughly and seriously prepared; the content is complete, comprehensive and profound in all fields; the structure is tight and scientific; demonstrating the thinking, strategic vision and modern approach, reflecting the major goals and orientations, demonstrating the political determination of the entire Party, the entire people, the entire army and in the new period; reflecting the will and aspirations of cadres, party members and people of all walks of life. This is the crystallization of the rich practice and leadership experience of the Party over nearly 40 years of implementing the renovation process.

The Secretary of the Bac Ninh Provincial Youth Union said that the contents of the documents were built in a comprehensive and unified manner, ensuring inheritance and development from the documents of the renovation period, especially the Platform for national construction in the transition period to socialism (supplemented and developed in 2011) and the documents of the 13th National Party Congress. The draft Political Report of the Party Central Committee presented at the 14th National Party Congress has many new breakthrough points. First of all, the approach and structure of the report have been clearly adjusted: Instead of just summarizing one term like previous congresses, the draft Report expands the scope of the summary to many terms, inheriting and promoting the results achieved in the entire renovation process; clearly defining the viewpoints and development goals not only within the framework of the 10-year socio -economic development strategy but also with a vision to 2045 - the 100th anniversary of the country's founding.

The Draft Report clearly demonstrates the spirit of innovation and strong aspirations through a system of highly striving goals and tasks, requiring drastic reforms, innovative thinking and breakthrough actions to bring the country to rapid and sustainable development in the new context.

With the sense of responsibility of the young generation, Secretary of the Bac Ninh Provincial Youth Union Tran Van Dang hopes that the document will strengthen the work of developing young party members; it is necessary to continue to have strategic policies and solutions to create an environment and mechanisms to encourage, orient and improve the quality of the work of developing young party members; strengthen training, fostering, practicing and challenging so that the young party members after being admitted can truly promote their pioneering and exemplary role, contributing to building an increasingly clean and strong Party, meeting the requirements of the new period.

Currently, the development of the private economy is being focused on, especially among the youth, to encourage "young talents" to have conditions to develop, meeting the requirements of the new era. The Secretary of the Bac Ninh Provincial Youth Union hopes that in the near future, a National Fund for the Development of Young Science and Technology Talents can be established, supporting potential projects, allowing young scientists to own research results and access venture capital.

New development stage

Party member Phung Dac Chan, 62 years of Party membership, in Dao Vien ward, Bac Ninh province, contributed opinions to the draft documents of the 14th National Party Congress.

Mr. Phung Dac Chan, a 62-year Party member in Thi residential group, Dao Vien ward (Bac Ninh province) shared that he was very impressed with the strong development of the country in the past term. The face of the country has changed a lot, people's lives have been increasingly improved. He completely agreed with the draft documents submitted to the 14th National Party Congress. In particular, regarding the viewpoints and goals of building and developing the country in the new period, he agreed that the 5 guiding viewpoints for implementing the renovation policy are correct, in line with the objective situation in the country and in the world, and need to be thoroughly understood in awareness and practical activities so that the country can surpass middle income and become a developed country.

He also suggested that the Central Committee continue to review and complete the content of the goals, and clarify the feasibility of implementing the goals and solutions set for the 2026 - 2030 period. This is a period of special importance when the country enters a "new era", "the era of the Vietnamese people's rise" - the period of realizing the goal of becoming a developed country with high income by the middle of the 21st century. Development targets need to be specifically quantified, linked with synchronous solutions, with a clear implementation roadmap, in line with internal capacity and the international context, ensuring both high feasibility and creating a strong driving force to promote rapid and sustainable development.

In the section on comprehensive development of Vietnamese culture and people, he suggested that the Central Government pay attention to and research to add more in-depth content on developing cultural industries to the system of key tasks and solutions in the cultural field; it is necessary to edit more concisely and clearly about cultural and human tasks, ensuring easy identification, focusing on briefly writing about the Party's leadership and State management of culture, associated with improving the effectiveness of State management of culture.

Mr. Nguyen Thanh Tung, Secretary of Phu Van Village Party Cell, Phu Lang Commune (Bac Ninh) suggested that the 14th Congress Document Subcommittee supplement and clarify the role of Party organizations in the commune-level political system in performing tasks at the grassroots level, especially in the period after the merger of administrative units; supplement a number of specific tasks and solutions to enhance the operational capacity of grassroots Party cells in the two-level local government model. Mr. Tung also suggested that the Party and State pay more attention to allowances for Party cell secretaries, village and neighborhood heads.
