Attending the conference were Major General Nguyen Ngoc Ngan, Deputy Chief of Political Affairs of Military Region 2; leaders of political agencies of a number of military services, branches, and schools; representatives of functional agencies of the General Department of Politics of the Vietnam People's Army; leaders and officers of the Army Youth Union.

Lieutenant Colonel Nguyen Quang Huy, Head of the Army Youth Union chaired the conference.

Based on the above directives and instructions, especially Instruction No. 3523/HD-CT dated September 9, 2025 of the General Department of Politics on organizing congresses (conferences) of all levels of the Army towards the 13th National Congress of the Ho Chi Minh Communist Youth Union, the Army Youth Committee quickly drafted the Political Report of the General Department of Politics at the 11th National Congress of the Ho Chi Minh Communist Youth Union of the Army (2025 - 2030) with all stages and steps according to the process, ensuring scientific , methodical and strict.

Major General Nguyen Ngoc Ngan, Deputy Chief of Political Department of Military Region 2, spoke and contributed many valuable opinions at the conference.

The viewpoint when drafting the report is to continue implementing the Action Program of the Army Youth to implement the resolutions and directives of the Party, policies and laws of the State, the Central Military Commission, the Ministry of National Defense on youth and youth work. The directions, goals, targets, action slogans, and breakthroughs closely follow the Resolution of the 12th Army Party Congress, the draft Political Report of the 12th Central Executive Committee of the Youth Union to be presented to the 13th National Congress of the Ho Chi Minh Communist Youth Union. In particular, focus on presenting new, breakthrough solutions with specific, focused, key actions and ensuring feasibility.

The draft report is structured into two main parts. Part one: Evaluation of the results of the work of the Youth Union and the Army youth movement in the past three years (2022-2025). Part two: Directions, goals, targets, slogans, breakthroughs, tasks and solutions for the work of the Youth Union and the Army youth movement in the past five years (2025-2030).

Through studying the draft report, the conference delegates gave many comments, focusing on suggestions to adjust the report's length; adding some content to highlight the achieved results, specifying the subjective and objective causes of the advantages and limitations; many comments suggested adding and clarifying some content in the direction, goals, targets... to ensure that the major orientation is expressed, suitable for the new stage of the work of the Union and the Army youth movement.

Concluding the conference, Senior Lieutenant Colonel Nguyen Quang Huy respectfully thanked the delegates for their dedicated and responsible opinions; affirming that this is an important basis for the agency to absorb, complete and improve the quality of the draft report.

Regarding specific opinions and issues, Senior Lieutenant Colonel Nguyen Quang Huy directly concluded a number of contents; assigned the Document Team to synthesize, research, supplement, and selectively absorb to highlight the results achieved in the activities of the Union and the Army youth movement in the past time. At the same time, supplement and complete the goals, tasks, and solutions in the draft report to ensure that it is tight, logical, scientific, inherits and develops, and is suitable to practical requirements; promptly complete the draft report to continue to send for comments to competent authorities according to plan, meeting the set schedule.
