Ho Chi Minh City continues to review and handle parking lots under bridges

On the afternoon of October 31, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed and issued a document conveying the direction of the Chairman of the Ho Chi Minh City People's Committee on continuing to review and handle parking lots under bridges and roads, in order to strictly implement the direction of Deputy Prime Minister Tran Hong Ha in Official Dispatch No. 10032/VPCP-CN dated October 16, 2025.

Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Construction to preside over and coordinate with relevant units to advise on the issuance of complete regulations on the management and protection of road infrastructure in the city, to be completed before November 20, 2025. Along with that, the Department of Construction must develop a plan to invest in a reasonable parking system, prioritizing large urban areas, industrial parks and densely populated residential areas, to meet the increasing needs of the people.

The city requires strengthening inspection, timely detection and prevention of encroachment, illegal use or construction within the protected area of traffic infrastructure, especially under bridges and roads - areas with many potential risks to traffic safety and fire prevention.

The Ho Chi Minh City People's Committee also directed to promote digital transformation in traffic infrastructure management, deploy non-stop toll collection at bus stations and parking lots in urban areas, to improve management, reduce congestion and move towards building a civilized and modern urban area.

The Department of Planning and Architecture is assigned to review, adjust and supplement the parking lot planning to ensure feasibility, and report the results in November 2025. Along with that, Ho Chi Minh City Police will strengthen inspection and strictly handle violations of fire prevention and fighting regulations at temporary parking lots under bridges, sidewalks or roads.

For the People's Committees of wards, communes, and special zones, the City requires to step up propaganda so that people can clearly understand the legal regulations, especially the prohibited acts in using the space under bridges and roads as parking lots. The Chairman of the People's Committee at the commune level must be responsible if violations occur or recur, causing insecurity and affecting traffic works.

The Ho Chi Minh City People's Committee emphasized that strictly handling illegal parking lots not only ensures traffic safety and urban beauty, but also contributes to improving the efficiency of road infrastructure management, serving the goal of building a civilized, modern, and livable Ho Chi Minh City.
