At the meeting, the leaders of the two communes proposed that from 2026, Ho Chi Minh City should assign the total number of general staff to the locality, instead of allocating them rigidly to each position as at present. This is to create conditions for the commune level to proactively arrange and assign personnel in accordance with the actual situation and task requirements.

The leader of Binh Chanh commune said that currently, the Party and mass organization staffing is assigned by the City Party Committee, while the government staffing is managed by the Ho Chi Minh City People's Committee. However, the current rigid staffing allocation method is not flexible, causing difficulties in management, especially when the workload between departments is different. When the workload increases in some positions, the locality cannot transfer staff from places with less work to supplement.

Chairman of the People's Committee of Hung Long Commune, Huynh Van Pham Hong, also reflected that the commune is lacking specialized staff in the fields of health and information technology; at the same time, he proposed adding more job positions in the fields of land and construction to ensure work progress and quality.

In addition, the leaders of the two communes also proposed that Ho Chi Minh City soon invest in information technology infrastructure and equipment for digital transformation, meeting the requirements of operating a two-level local government model.

Regarding this issue, the Director of the Ho Chi Minh City Department of Science and Technology, Lam Dinh Thang, said that the department has submitted a proposal to improve the IT infrastructure and equipment for the City's Public Administrative Service Center, the People's Committees at the commune level, and the commune-level public administrative service centers. It is expected that the Standing Committee of the Ho Chi Minh City People's Committee will review and approve the proposal early next week so that localities can proceed with procurement according to their authority.

Concluding the working session, Deputy Secretary of the City Party Committee and Chairman of the Ho Chi Minh City People's Council Vo Van Minh requested the working group to fully acknowledge all opinions, especially the recommendation to assign a common total payroll to localities from 2026, helping localities to be proactive in arranging personnel in accordance with reality.

Regarding the shortage of specialized personnel, especially in the fields of healthcare, information technology, land management, and construction, the Chairman of the Ho Chi Minh City People's Council requested the Department of Internal Affairs to report to the City People's Committee to develop a plan to support the deployment or temporary contracting of specialized personnel to avoid work disruptions. At the same time, he requested that communes proactively train and develop existing staff to improve their professional capacity to meet practical requirements.
The Chairman of the HCMC People's Council also emphasized that relevant departments and branches need to coordinate closely and promptly remove obstacles so that localities can effectively operate two-level local governments, contributing to improving the quality of service to people and businesses.
Prior to the working session, the task force conducted an on-site survey at the Public Administrative Service Centers of the two communes.
