At the meeting, the leaders of the two communes proposed that from 2026, Ho Chi Minh City should assign the total number of general staff to the locality, instead of allocating them rigidly to each position as at present. This is to create conditions for the commune level to proactively arrange and assign personnel in accordance with the actual situation and task requirements.

The leader of Binh Chanh commune said that currently, the Party and mass organization staffing is assigned by the City Party Committee, while the government staffing is managed by the Ho Chi Minh City People's Committee. However, the current rigid staffing allocation method is not flexible, causing difficulties in management, especially when the workload between departments is different. When the workload increases in some positions, the locality cannot transfer staff from places with less work to supplement.

Chairman of the People's Committee of Hung Long Commune, Huynh Van Pham Hong, also reflected that the commune is lacking specialized staff in the fields of health and information technology; at the same time, he proposed adding more job positions in the fields of land and construction to ensure work progress and quality.

In addition, the leaders of the two communes also proposed that Ho Chi Minh City soon invest in information technology infrastructure and equipment for digital transformation, meeting the requirements of operating a two-level local government model.

Discussing this issue, Director of the Department of Science and Technology of Ho Chi Minh City Lam Dinh Thang said that the department has submitted a project to complete the infrastructure and IT equipment for the City Public Administration Service Center, the People's Committees at the commune level and the public administration service centers at the commune level. It is expected that early next week, the Standing Committee of the People's Committee of Ho Chi Minh City will consider and approve the project so that localities can implement the procurement according to their authority.

Concluding the working session, Deputy Secretary of the City Party Committee and Chairman of the Ho Chi Minh City People's Council Vo Van Minh requested the working group to fully acknowledge all opinions, especially the recommendation to assign a common total payroll to localities from 2026, helping localities to be proactive in arranging personnel in accordance with reality.

Regarding the shortage of professional human resources, especially in the fields of health, information technology, land and construction, the Chairman of the People's Council of Ho Chi Minh City requested the Department of Home Affairs to report to the People's Committee of Ho Chi Minh City to have a plan to support the mobilization or temporary specialized contracts, to avoid work interruptions. At the same time, the communes are required to proactively train and develop existing staff, improving professional capacity to meet practical requirements.
The Chairman of the HCMC People's Council also emphasized that relevant departments and branches need to coordinate closely and promptly remove obstacles so that localities can effectively operate two-level local governments, contributing to improving the quality of service to people and businesses.
Before the working session, the working group conducted a field survey at the Public Administration Service Centers of the two communes.
