Just one week after Ho Chi Minh City Party Secretary Tran Luu Quang announced the requisition of land plot No. 1, Ly Thai To Street, Vuon Lai Ward, for the construction of a park and the placement of a monument to commemorate Covid-19 victims, on October 24th, the Ho Chi Minh City People's Committee issued a conclusion by Chairman Nguyen Van Duoc from a previous meeting (in early October) also regarding the implementation of a public works project on land plot No. 1, Ly Thai To Street, Vuon Lai Ward.

On the morning of October 25th, the Director of the Ho Chi Minh City Department of Construction, Tran Quang Lam, issued an urgent document reporting to the Ho Chi Minh City People's Committee on the implementation plan. In addition to the two important items mentioned above, the plan also includes road widening, the construction of an underground parking lot, and other utility services.

Along with that, following the decision to halt the Nha Rong - Khanh Hoi Complex project and repurpose the land into a Ho Chi Minh Cultural Space combined with a public park along the Saigon River, the Ho Chi Minh City Department of Planning and Architecture has also made specific proposals. Notably, approximately 60% of the more than 31 hectares of land will be dedicated to green spaces and water features, replacing the previously planned high-rise residential projects. Relevant agencies are also urgently studying the road width for the expansion of Nguyen Tat Thanh Street…

Clearly, from the policy of the Standing Committee of the Ho Chi Minh City Party Committee to the implementation directives of the Ho Chi Minh City People's Committee regarding the responsibilities of relevant departments and units, there has been consistency in objectives, methods, and especially timelines. Everything has been made public and transparent to the people, thus creating strong trust and social support.

Immediately following the meeting between the Standing Committee of the Ho Chi Minh City Party Committee and the Standing Committee of the Dong Nai Provincial Party Committee, to realize the goal of regional infrastructure and transportation connectivity, the Ho Chi Minh City Department of Finance submitted a report and recommendations to the City People's Committee regarding the proposal from Masterise Group Joint Stock Company to participate in preparing a feasibility study for the Phu My 2 Bridge project under the public-private partnership (PPP) model. With its starting point at Nguyen Huu Tho Street (Ho Chi Minh City) and its end point at Lien Cang Road (Dong Nai Province), the project will enhance connectivity between Ho Chi Minh City and Long Thanh Airport – an urgent task before the international airport becomes operational.

Thus, from the Party's guidelines to the implementation by all levels of government and the coordinated deployment between functional agencies and businesses, consistency has been achieved, creating a smooth, rapid, and strong process linked to tangible results at each stage. This is precisely how one of the key issues discussed and of great interest to delegates at the recent Ho Chi Minh City Party Congress is realized: how to best improve the ability to organize and manage implementation results. Resolutions are translated into action, and from action, tangible results are measured and integrated into the socio -economic lives of the people.

It is important to emphasize the application of KPIs to measure specific outputs of each industry and sector, and the use of technology to accurately, truthfully, and promptly reflect those results, as well as recommendations for improvement or adjustment. The "know-how" approach is one of the new features of the city, right at the beginning of this term.

"Knowing how to do" is clearly manifested, concentrated in the leaders of Party committees, government agencies, and various units and departments, enabling them to provide correct guidance, design targeted "pathways," create motivation, and inspire subordinates and the collective. "Knowing how to do" also means knowing how to listen, identifying optimal solutions before making decisions, and, importantly, knowing how to—and daring to—defend correct opinions. This courage to act, to defend, and to take responsibility stems from this.

For example, the process and approach to attracting investors by the Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, has yielded a worthy result, as affirmed by Kenneth Tse, General Director of Intel Products Vietnam (IPV), on October 24th at the Ho Chi Minh City High-Tech Park (SHTP): the corporation is planning to transfer its assembly, packaging, and testing operations from its Costa Rican factory to Vietnam.

This can be seen as a testament to the "strategic trust" of the world's leading chip corporation, following the efforts made by its Ho Chi Minh City partner to establish and strengthen the partnership. It's also worth recalling the visit in mid-October, when the head of the Ho Chi Minh City government met with and listened to the concerns of Ms. Sarah Kemp, Vice President for International Government Relations at Intel Corporation. Just one week later, those concerns were resolved. The High-Tech Park Management Board completed Assessment Report No. 143/BC-KCNC, confirming that Intel fully met the requirements.

Based on that, the Ho Chi Minh City People's Committee officially sent a document to the Fund's Executive Agency at the Ministry of Finance, requesting them to consider and create the most favorable conditions for Intel. Regarding the license to conduct radiation work (using X-ray equipment), the Vice Chairman of the Ho Chi Minh City People's Committee also recently signed and issued License No. 475/GPTBBX-UBND.

"We are not here to reiterate our commitment, but to announce the resolution, proving our commitment: all of Intel's difficulties are the top priority of the city's leadership," - the statement by the Chairman of the People's Committee of Ho Chi Minh City has been proven by the implementation and results-based management approach, of which the major partner Intel is a concrete example.
