Speaking at the Conference, National Assembly Chairman Tran Thanh Man said: In recent times, under the leadership of the Party Central Committee, the Politburo , the Secretariat, and directly and regularly led by General Secretary To Lam, the Party Committee, the Party Standing Committee and individual members of the Committee have always upheld the exemplary spirit, promoted their roles, responsibilities, proactiveness, creativity, closely followed the principles of organization and operation of the Party, the Resolutions, Directives and Conclusions of the Central Committee, and successfully completed their tasks.
The National Assembly Chairman stated: The requirements placed on the National Assembly Party Committee, the National Assembly, the National Assembly Standing Committee, the National Assembly agencies and all Party members, officials and civil servants are increasing, requiring higher and higher quality and greater responsibility. In particular, the National Assembly must take the lead in removing institutional difficulties and obstacles, creating favorable conditions for people and businesses, promoting socio-economic development, creating a solid foundation to achieve double-digit growth in the 2026 - 2030 period.
Emphasizing that once the Resolution is correct and accurate, the implementation is a particularly important step, of key significance to bringing the Resolution into life. The National Assembly Chairman requested the entire Party Committee to thoroughly grasp the direction of General Secretary To Lam at the recent 13th Party Central Committee Conference. Accordingly, the three focuses include: Quickly institutionalizing the Resolution and Conclusions of the Central Committee, the Politburo, and the Secretariat; resolutely organizing implementation according to weekly, monthly, and quarterly progress; regularly inspecting and supervising, promptly removing obstacles. The three publicities include: publicizing progress, publicizing responsibilities, and publicizing results so that society can monitor and accompany together. The General Secretary also set out two requirements, which are to enhance the people's character in all activities of the National Assembly and to enhance the Party's character in the activities of the National Assembly.
On behalf of the Party Committee Standing Committee, outlining a number of key issues to unify leadership, direction and implementation in the Party Committee in the coming time, the National Assembly Chairman stated: Ensuring solidarity and high unity in thought and action throughout the Party Committee, working together, making great efforts with methodical and precise steps, mobilizing all resources to the highest level to successfully carry out the tasks and goals set out in the Resolution.
Thoroughly grasping the viewpoint that "cadres are the root of all work", cadre work is "the key of the key", the National Assembly Chairman requested to continue to focus on training and fostering cadres and party members with enough virtue, talent, and capacity to shoulder important responsibilities and tasks; have solutions to improve the quality of cadres directly involved in law-making work and create a source of young cadres.

Emphasizing the very important role of the leader, the National Assembly Chairman noted that it is necessary to clearly demonstrate leadership capacity, dare to think, dare to do, dare to take responsibility, dare to innovate for the common cause, and put the resolutions of the Party Central Committee and the National Assembly Party Committee into practice in each area of responsibility.
The Party Committee of the National Assembly continues to strongly innovate, improve the effectiveness and efficiency of inspection, supervision and Party discipline work. Discipline and order must be strict; strengthen the prevention and fight against corruption, waste and negativity with higher determination, stronger actions, and overcome the weaknesses and shortcomings of the past term. At the same time, lead and direct the implementation of grasping the ideological situation of cadres, party members and the masses; strictly implement Resolution No. 35 of the Politburo on "strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation".
The National Assembly Chairman suggested not allowing internal disunity; properly implementing democratic regulations in agencies and units while at the same time ensuring discipline, order, and order; taking care of the material and spiritual life of cadres, party members, civil servants, public employees, and workers.
Along with that, continue to strengthen coordination between the National Assembly Party Committee and the Party Committees of Central agencies, especially the Government Party Committee, the Vietnam Fatherland Front Party Committee, etc., to ensure closeness and efficiency; continue to perfect the organization of the advisory and support apparatus in the direction of streamlining, professionalism, effective operation, avoiding overlap in work implementation. Strengthen comprehensive digital transformation in the activities of the National Assembly and the National Assembly Party Committee; build a "digital National Assembly", apply AI, especially the digital literacy movement must be carried out seriously, regularly and continuously.
The National Assembly Chairman believes that with new thinking, awareness, high spirit and determination, the National Assembly Party Committee will successfully implement the goals set out in the Resolution, make achievements to celebrate the 80th anniversary of the first General Election to elect the Vietnamese National Assembly, towards the 14th National Congress of the Party; contributing to creating a new foundation for the country's breakthrough development in the new period.

At the Conference, Deputy Secretary of the National Assembly Party Committee Vu Hai Ha presented the key and core contents of the Resolution and Action Program to implement the Resolution of the 1st National Assembly Party Congress, term 2025 - 2030.
The Resolution sets out 7 targets for leadership in implementing political tasks and 5 targets for Party building work. Along with that are 4 development breakthroughs, including timely institutionalization of the Party's policies and guidelines in constitutional and legislative work; making the legal system a competitive advantage and a driving force for development; reviewing laws to promptly amend, supplement, and promulgate new ones in accordance with reality. Innovating methods and contents of supervision and decision-making on important issues of the country, supervision activities must become one of the important methods in controlling state power, contributing to improving the effectiveness and efficiency of the state apparatus and management, and compliance with the law in performing tasks...
