Chairman of Thai Nguyen Provincial People's Committee Pham Hoang Son signed and issued Directive No. 11/CT-UBND on strengthening the direction of implementing the National Target Program on Sustainable Poverty Reduction in the province by 2030.
The national target program on sustainable poverty reduction is a major policy of the Party and State in the cause of innovation, construction and development of the country. In recent years, the Party Committees and authorities at all levels of the province have always paid attention to leading and directing resolutely; together with the active participation of the entire political system and the efforts of the people, the poverty reduction work in the period of 2021 - 2025 has achieved many important results.
The poverty rate in the whole province will decrease from 10.29% at the beginning of 2022 to 5.46% at the end of 2024, an average decrease of 1.61%/year; people's lives will be constantly improved in terms of both livelihoods and access to basic social services.

Besides the achieved results, poverty reduction work still faces many difficulties and challenges such as: The gap between the rich and the poor between urban and rural areas is still large, the disbursement progress of support capital is still slow, a part of households still have a mentality of waiting and relying; the direction in some places is not resolute, and the resources mobilized for poverty reduction are still limited.
To overcome the shortcomings and strive to complete the target of reducing the poverty rate and the Program's targets, the Chairman of the Provincial People's Committee requested departments, branches, and People's Committees of communes and wards to concentrate all resources and synchronously and effectively implement key tasks.
Departments, branches and localities need to continue to thoroughly grasp Directive No. 05-CT/TW of the Secretariat on strengthening the Party's leadership in sustainable poverty reduction until 2030; Resolution No. 160/NQ-CP of the Government and the province's plans on poverty reduction. The implementation must ensure "clear people, clear work, clear time, clear responsibilities, clear authority, clear results", promptly removing difficulties and obstacles in the implementation process.
Agencies and units should strengthen propaganda and diversify forms of information to raise awareness and responsibility of cadres, party members and people for poverty reduction. At the same time, promote the role of the Fatherland Front, socio-political organizations and prestigious people in the community in mobilizing and guiding poor households to escape poverty, not waiting or relying on others.
The Provincial People's Committee requested the full and timely implementation of poverty reduction support policies, ensuring a gradual increase in the minimum living standard and access to basic social services for the people. Encourage enterprises and cooperatives to link production, develop business models that link sustainable poverty reduction with new rural construction; promote counseling, job referrals, and support for poor and near-poor workers to work abroad under contracts.
In addition, priority should be given to supporting the improvement of safe rural housing and adaptation to climate change; effectively implementing preferential credit policies; resolving land for housing and production in accordance with reality; ensuring health care, education, domestic water, environmental sanitation, and information services for the poor and disadvantaged areas.

The Provincial People's Committee emphasized the mobilization and effective use of investment resources for poverty reduction, prioritizing socio-economic infrastructure in particularly difficult communes; increasing social policy capital; ensuring proper use, publicity, transparency and reasonable decentralization for localities to proactively implement.
Along with that, all levels and sectors need to strengthen the organizational apparatus for poverty reduction work, improve the capacity of staff, strengthen coordination in implementation, and review poor and near-poor households accurately and objectively, as a basis for implementing social security policies.
The Provincial People's Committee requested to strengthen inspection, supervision and evaluation of the implementation of the Program; promote the application of information technology in management and supervision, ensure publicity, transparency and efficiency in resource use; promote the role of community supervision.
The Directive clearly states the specific tasks of each department and sector in coordinating the implementation of poverty reduction policies and projects, such as: the Department of Agriculture and Environment takes the lead in guiding, monitoring, and urging implementation; the Department of Finance allocates funds; the Department of Health organizes medical examination, treatment, and environmental sanitation policies; the Department of Construction implements housing support; the Department of Culture, Sports, and Tourism and the province's news agencies step up propaganda; the Provincial Social Policy Bank organizes preferential loans to support poor and near-poor households; localities are responsible for organizing effective implementation, targeting the right subjects, avoiding achievement disease and reflecting reality incorrectly.
The Chairman of the Provincial People's Committee requested Heads of departments, branches, and sectors; Chairmen of People's Committees of communes and wards to seriously grasp, promptly and effectively implement the Directive, contributing to the successful implementation of the goal of sustainable poverty reduction, ensuring that no one is left behind.
