Accordingly, the Plan aims to concretize the Government's Plan to implement Conclusion No. 156-KL/TW into specific, practical tasks, in accordance with the functions, duties, powers and scope of state management of the Ministry of Culture, Sports and Tourism, contributing to creating strong changes in building and developing Vietnamese culture and people to meet the requirements of sustainable national development.

Specific tasks and solutions

Continue to promote propaganda work to raise awareness of Vietnamese culture and people:

Strengthen propaganda among cadres, party members, key cadres of the Ministry and agencies and units under the Ministry of Culture, Sports and Tourism to raise awareness and responsibility for implementing the Party's resolutions and conclusions on Vietnamese culture and people.

Promote the role of the press and media in propagating and raising social awareness of the position, role and importance of culture.

Promote the role of artists, artisans and prestigious people in the community in propagating and disseminating the Party's policies on building and developing Vietnamese culture and people.

Encourage the production of artistic content for television, cinema and digital platforms. Promote the production of films and television programs with high cultural values, films and television programs that reflect Vietnamese culture, history and people... thereby raising awareness and national pride in the community.

Focus on perfecting institutions, mechanisms, and specific policies, prioritizing additional resources:

Review regulations on professional title standards, job positions and quotas for the number of employees in cultural administrative units to amend and supplement current regulations in accordance with the tasks, requirements and characteristics of the cultural sector in the coming period.

Review major strategies, plans, programs, and projects of the Cultural Sector to ensure consistency, suitability, and consistency with cultural and related policies and laws, especially in the 2026-2030 period.

Continue to improve the organization of the state management apparatus on communications and culture in the direction of streamlining, efficiency, effectiveness and efficiency. Focus on planning, training, fostering and improving the capacity of the team of leaders, managers, civil servants, public employees, workers, especially key officials and those working in communications, culture and arts to truly understand culture, have qualities, courage and professional capacity, meeting the requirements of tasks in the new situation.

Continue to implement solutions to build Vietnamese people associated with building a cultural environment:

Deploying support for literary and artistic creation to orient tastes, aesthetics, nurture the soul, emotions, intelligence, life skills, and aim at perfecting the personality of each individual and society.

Coordinate the implementation of art education programs, especially traditional arts, into school teaching, creating conditions for students to develop their talents and strengths, and improve their understanding and ability to appreciate art.

Encourage education on traditional cultural and ethical values ​​such as love for one's homeland, filial piety, respect for etiquette, contributing to building a fair and civilized society. Encourage cultural behaviors in society, especially in communication, workplace behavior, traffic, environmental protection, etc.

Develop community cultural spaces, build cultural centers, exchange activities, and healthy entertainment to encourage people to participate in positive activities and build good relationships.

Building a healthy, modern, integrated and sustainable cultural environment; developing a creative space on a digital platform for artists and cultural organizations so that they can promote and release cultural and artistic products. Encouraging the creation of online cultural products such as e-books, online music, digital movies, digital cultural competitions, raising public awareness in copyright protection, including educational content on copyright protection in the curriculum at all levels, organizing propaganda campaigns on copyright protection.

Deploying the building of corporate culture and creative entrepreneurial spirit of Vietnamese enterprises.

Develop and implement cultural and civilized codes of conduct in the digital environment. Deploy communication campaigns to clean up cyberspace.

Innovate and improve the quality of the Campaign "All people practice physical exercise following the example of great Uncle Ho" and effectively integrate it with related strategies, programs, projects and movements, aiming for each person to regularly practice at least one sport suitable to the specific characteristics and conditions of the individual. Expand the network of grassroots sports institutions, develop sports clubs, public sports and exercise venues. Effectively organize the network of grassroots sports instructors, exchange activities and sports competitions in the community. Strengthen inter-sectoral coordination to organize physical exercise and sports activities for each group (workers, civil servants, farmers, youth, women, the elderly, etc.).

Deploying solutions to develop cultural industries, proactively integrating internationally in culture and absorbing the quintessence of human culture:

Develop breakthrough mechanisms and policies to support the development of cultural industries; propose tax exemptions and reductions for creative businesses and artists, cultural products, art, films, music, books, etc. to encourage the production and consumption of cultural products.

Building digital platforms that allow the distribution, promotion and consumption of online cultural products, from books, music, films, digital art to online art performances. Building information technology application systems to measure and evaluate the level of influence on mass media and cyberspace.

Encourage artistic and cultural creations to combine with other industries such as technology, tourism, education, and sports to create unique and attractive cultural products, such as digital cultural festivals, virtual reality tours, interactive music programs on digital platforms, etc.

Organize creative competitions and art festivals; organize national and international creative competitions and awards to create large playgrounds for artists and creators, from film, music to digital art to encourage them to innovate and create. Expand international art festivals in Vietnam to promote Vietnamese culture to the world while creating opportunities for exchange, learning, and creative collaboration.

Promote digital transformation in the cultural field, build a digital platform for Vietnamese culture, especially virtual museums, digital libraries, and cultural heritage databases. Produce multimedia products introducing Vietnamese culture in many languages. Develop communication channels on international digital platforms to spread Vietnamese cultural identity.

Develop the cultural and tourism industry, linking the preservation of cultural heritage with the development of the cultural industry. Develop cultural tours, combining visits to historical sites, museums, intangible cultural heritage and documentary heritage of each region.

Building a system of professional human resource training for cultural industries. Providing highly specialized training for creative human resources. Introducing training programs on digital art, graphic design, electronic music, digital film production, digital cultural marketing to equip the generation of artists and creators with skills in the digital age.

Strengthen bilateral and multilateral cultural cooperation; expand and consolidate cooperative relations with international organizations; sign cultural cooperation agreements with many countries, creating a legal corridor for organizing cultural exchange activities. Actively and responsibly participate in global cultural activities, especially international cultural forums and conferences.

Promote the export of culture and art products to the world through organizing international cultural exchange events, promoting Vietnamese cultural products to international markets through online platforms, releasing films, music, books, fine arts, etc.

Support the release of press products, export of publications, products and cultural services abroad; promote the image, country, culture and people of Vietnam to international friends.

Organize Vietnamese Cultural Weeks, Vietnam Days Abroad, exhibitions, film festivals, and folk art performances in many countries; build national cultural brands; support art troupes and artisans to participate in international festivals, fairs, and cultural events.

Mobilizing resources for cultural development:

Focus, key and synchronously deploy tasks and contents of the National Target Program on Cultural Development for the 2025 - 2035 period.

Focus on investing in and perfecting national-scale cultural institutions, synchronizing the system of grassroots cultural and sports institutions in accordance with the two-level local government. Build and develop a system of physical facilities serving culture and art. Invest in building theaters, museums, libraries, and cultural centers.

Improve the effectiveness of cultural activities and people's cultural enjoyment:
