Southern Trade Union officials contribute opinions to the Draft Documents to be submitted to the 14th National Party Congress

On October 31, in Ho Chi Minh City, the Vietnam General Confederation of Labor (VGCL) held a conference to collect opinions from officials, union members, and workers on the Draft Documents to be submitted to the 14th National Congress of the Party.

Speaking at the opening of the conference, Ms. Thai Thu Xuong, Permanent Vice President of the Vietnam General Confederation of Labor, said: The purpose of the conference is to gather the intelligence, enthusiasm and genuine voices from cadres, union members and workers - those who directly produce, work, and contribute their strength and intelligence to build and develop the country.

Research, discuss, and contribute opinions on contents related to the working class and Trade Union organizations according to 18 groups of suggested issues for discussion and comments in the Appendix attached to Plan No. 35/KH-TLĐ dated October 17, 2025 of the Vietnam General Confederation of Labor on organizing a Conference to collect opinions from cadres, union members, and workers on draft documents to be submitted to the 14th National Congress of the Party.

“The conference is not only an activity to contribute opinions on the Document, but also a forum to deeply demonstrate the belief, intelligence and responsibility of the Vietnamese working class and the Trade Union organization towards the Party,” Ms. Thai Thu Xuong emphasized.

At the conference, delegates sent their comments and suggestions, frankly expressing the responsibility, trust and expectations of cadres, union members and workers towards the Party, towards the 14th National Party Congress, an important and extensive political activity within the entire Party, people and army.

Commenting on the draft, Ms. Nguyen Thi Kim Loan, Vice President of the Ho Chi Minh City Labor Federation, proposed that the Central Committee soon issue a new Resolution in the spirit of inheriting Resolution 20-NQ/TW of the 10th Party Central Committee on building the working class due to profound changes in the domestic and international economic and social context, as well as internal changes of the Vietnamese working class itself after nearly 20 years of implementing Resolution No. 20.

The State needs to have solutions so that the working class has enough opportunities to lead and has enough leadership capacity; create opportunities for workers and laborers to play leadership roles in enterprises. Building a team of Vietnamese entrepreneurs must be linked with solutions to build the Vietnamese working class; do not separate these two teams because these two entities will support and complement each other, even need to add the factor of respecting the value of workers, considering workers as valuable factors to help businesses and entrepreneurs become stronger and harmonize the interests of both sides.

Regarding education , it is recommended that the Central Government calculate and consider life skills subjects as core subjects. Because currently life skills and soft skills subjects are not considered compulsory, parents who want their children to study them have to pay extra. This will be unfair to children from poor families, including families of workers and laborers who cannot pay tuition. In the future, two groups of students will be formed: those who study and are equipped with life skills and those who are not equipped with life skills or have little or no life skills.

At the same time, the Central Government needs to plan well the construction of schools for students in accordance with the economic development plan. For example, specific regulations in the planning of industrial zones and clusters on how much adjacent land area is available for building schools... help workers, especially female workers, not to worry about where to send their children to school, or send them back to their hometowns, which will greatly affect their peace of mind in work and production.

“Regarding the issue of social housing, the trade union, workers and laborers of Ho Chi Minh City propose that the Draft Document should include evidence to show how many social houses have been built so far, with the very strong direction of the Prime Minister and the Government, and how many workers have access to them. From there, we need to find a solution in the new term on how to solve the social housing issue to meet the extremely urgent needs of the current situation, especially in provinces and cities with a large number of immigrant workers such as Ho Chi Minh City,” said comrade Nguyen Thi Kim Loan.

In comments sent to the conference, the representative of the Can Tho City Labor Federation suggested that the Document should clarify the role of workers in business administration, mastering high technology, participating in innovation; building workers associated with developing new production forces in digital economy, green logistics, bio-industry, and deep processing of agricultural products. Implement specific policies for the non-state and FDI sectors that account for the majority of workers today.

Currently, in Can Tho, the structure of young workers is high, more than 70% under 35 years old, very dynamic but easily affected by the negative side of social networks; serious lack of housing, cultural and welfare institutions in industrial parks; local labor is not enough to meet modern technology, businesses have to retrain, costs increase. Along with that, the competition for labor to Ho Chi Minh City and Tay Ninh is "bleeding" the human resources of the Mekong Delta region. These challenges require new thinking about working class policies in the central urban areas of the Mekong Delta region.

In her closing speech at the conference, Ms. Thai Thu Xuong, Permanent Vice President of the Vietnam General Confederation of Labor, emphasized: Most of the presentations and comments highly appreciated and basically agreed with the structure, content, and presentation of the draft documents submitted to the 14th National Congress of the Party. Regarding building and rectifying the Party and a clean and strong political system, many presentations and comments proposed strong solutions to strengthen the working class nature of the Party and promote the role of the Trade Union in developing Party members who are workers, contributing to building a clean and strong Party and political system.

Regarding the building of a modern and strong Vietnamese working class, the discussions proposed appropriate revisions and supplements, theoretical and practical solutions so that the working class can truly be a pioneering and creative force adapting to the wave of digital transformation and integration, while promoting the important and core role of the Vietnam Trade Union in building the working class.

Regarding the innovation of the organization and operation of the Vietnam Trade Union, the discussions and comments all emphasized the need to innovate, strengthen the Party's leadership, and perfect the mechanism so that the Vietnam Trade Union can innovate, operate more effectively and flexibly, focus on the grassroots, take workers as the center, and constantly improve negotiation and dialogue skills and social criticism capacity.
