Bac Ninh dismantles fake textbook production and consumption ring

According to information from the Internal Political Security Department (Bac Ninh Provincial Police), during the process of grasping the situation, the security force discovered many unusual signs in the supply of fake English textbooks to primary school students in Son Dong district (old) for the 2023-2024 school year. Immediately after that, Bac Ninh Provincial Police established a special project to fight and destroy the fake textbook production and trading ring.

After a period of investigation and verification, on July 29, 2025, the Special Task Force simultaneously solved the case, confiscating more than 210,000 counterfeit books with a total value of about 9 billion VND, including 185,000 counterfeit English textbooks worth 8 billion VND and many other exhibits. The investigation agency has initiated a case for the crime of manufacturing and trading in counterfeit goods.

In recognition of the above achievements, the Ministry of Education and Training signed a decision to commend the Bac Ninh Provincial Police and awarded Certificates of Merit to two groups including: Investigation Security Department, Culture, Sports, Information and Communications Security Team (Internal Political Security Department) and three individuals: Senior Lieutenant Colonel Han Van Manh (Deputy Head of Investigation Security Department); Lieutenant Colonel Nguyen Tien Dung and Major Vu Xuan Trong (Internal Political Security Department).

At the award ceremony, NXBGDVN also awarded the Provincial Police 100 million VND and Certificates of Merit to five individuals including: Major Hoang Van Hao (Department of Internal Political Security), Captain Le Tuan Anh, Captain Nguyen Thi Lieu, Major Tran Ha Duc (Department of Internal Political Security), Major Ha Giang Dang (Department of Technical and Offline).

On this occasion, Hanoi Education Development Investment Joint Stock Company (a member of NXBGDVN) also awarded 50 million to Bac Ninh Provincial Police.

Speaking at the award ceremony, Mr. Nguyen Chi Binh - Deputy General Director of the Vietnam Education Publishing House expressed his gratitude to the police officers of Bac Ninh province for proactively grasping the situation, organizing the collection of evidence and prosecuting the case for the act of manufacturing and trading counterfeit goods in large quantities. He emphasized that this is an outstanding achievement of the Bac Ninh Provincial Police force in the fight against counterfeit and pirated books.

On behalf of the provincial police leadership, Colonel Bui Chien Thang - Deputy Director of the provincial police sent his thanks to the Ministry of Education and Training and the Vietnam Education Publishing House for their timely attention, encouragement and recognition to the collectives and individuals with achievements in the project. This awarding activity is a practical action of the Vietnam Education Publishing House, demonstrating the determination in fighting against the problem of fake and pirated books, which is causing great damage to the reputation and economy of the Vietnam Education Publishing House as well as the publishing industry.
