Chairman of Hanoi People's Committee Tran Sy Thanh signed Decision No. 5405/QD-UBND dated October 31, 2025 regulating the organization of emulation cluster and block activities; evaluating and recognizing the level of task completion for units under Hanoi city as a basis for considering rewards.
This regulation stipulates the organization of emulation cluster and block activities; assessment and recognition of the level of task completion as a basis for consideration, classification, honoring of emulation titles, and forms of commendation for the Vietnam Fatherland Front Committee of Hanoi City and socio- political organizations, member organizations; Party Committees under the City Party Committee, Party Committees and the City Party Committee Office; city departments, branches and sectors; People's Committees of communes and wards; units under Hanoi City; relevant agencies and organizations.
Regarding the evaluation criteria based on: Results of implementing political tasks and targets; results of implementing the construction of strong localities, agencies and units; results of implementing emulation and reward work of localities, agencies, city-level units and affiliated collectives; bonus points for localities, agencies, city-level units and affiliated collectives; minus points for localities, agencies, city-level units and affiliated collectives.
For other enterprises and economic organizations in the area, follow the evaluation criteria issued with the Regulations on commendation of entrepreneurs and enterprises.
The rating scale is 1,000 points, of which: The standard score is 950 points, the bonus score is 50 points.
Regarding the assessment of task completion level, the requirement is: Excellent task completion, achieving 850 points or more; for other enterprises and economic organizations, the total score must be 85 points or more.
Complete the task well, achieving from 700 points to under 850 points; for other enterprises and economic organizations, the total score is from 70 points to under 85 points.
Complete the task, achieving from 500 to under 700 points; for other enterprises and economic organizations, the total score is from 50 to under 70 points.
Failure to complete the task, achieving less than 50 points; for other enterprises and economic organizations, the total score is less than 50 points.
The score for consideration and proposal of emulation titles and forms of commendation includes: Emulation Flag of the city; Emulation Flag of the Government must reach 900 points or more to be eligible for consideration and recommendation for awarding Emulation Flag; Certificate of Merit of the Chairman of the City People's Committee must reach 850 points or more to be eligible for consideration and recommendation for commendation.
For the emulation block of enterprises and other economic organizations, follow the Regulations on commendation of entrepreneurs and enterprises.
