Dong Nai links public investment disbursement results with assessment and classification of officials

The document was issued to strengthen the role and responsibility of leaders, tighten administrative discipline and order, and contribute to completing the goal of disbursing 100% of the province's public investment capital by the end of 2025 and the following years.

Accordingly, the Chairman of the Provincial People's Committee directed that the results of public investment capital disbursement will be linked to the annual assessment and classification of collectives and heads of agencies, units and localities according to Regulation No. 366-QD/TW dated August 30, 2025 of the Politburo .

This is also the basis for considering, arranging, promoting and appointing staff when restructuring the Construction Investment Project Management Boards.

Units that complete the disbursement progress well will be considered for commendation and rewards. Units that are late, stagnant, or do not complete the disbursement task will have their leadership evaluated and downgraded at the end of the year, and their leaders will not be considered for planning or appointment to positions. In case of prolonged and serious situations, they may be considered for disciplinary action, dismissal, or job transfer.

Heads of agencies, units and localities shall proactively direct and operate resolutely and be responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee if there are delays, stagnation or failure to complete disbursement tasks.

The specific evaluation criteria will be advised by the Department of Home Affairs. The results of public investment disbursement are one of the criteria to evaluate and classify the quality of cadres, civil servants, public employees, and business managers.

Specifically, excellently completing the task: Disbursement rate reaches 100% of the plan; Goodly completing the task: Disbursement rate from 90% to less than 100%, no violations in capital management and use; Complete the task: Disbursement rate from 80% to less than 90%; Fail to complete the task: Disbursement rate below 80% or serious delays occur (except for objective reasons).

The Provincial People's Committee requests heads of agencies, units and localities to strictly comply with this direction.
