The official document was issued to strengthen the role and responsibilities of leaders, tighten administrative discipline and order, and contribute to achieving the goal of disbursing 100% of the province's public investment capital by the end of 2025 and subsequent years.
Accordingly, the Chairman of the Provincial People's Committee directed that the results of disbursing public investment capital will be linked to the annual evaluation and ranking of collectives and heads of agencies, units, and localities according to Regulation No. 366-QĐ/TW dated August 30, 2025, of the Politburo .
This also serves as a basis for considering, arranging, promoting, and appointing officials when reorganizing the Investment and Construction Project Management Boards.
Units that successfully meet disbursement deadlines will be considered for commendation and rewards. Units that are slow, sluggish, or fail to complete disbursement tasks will have their leadership team reviewed and downgraded in year-end performance evaluations, and the head of the unit will not be considered for planning or appointment to a new position. In cases of prolonged and serious delays, disciplinary action, dismissal, or transfer may be considered.
Heads of agencies, units, and localities shall proactively direct and manage decisively and be held accountable to the Provincial People's Committee and the Chairman of the Provincial People's Committee if delays, stagnation, or failure to complete disbursement tasks occur.
The specific evaluation criteria will be advised by the Department of Internal Affairs. The disbursement of public investment funds is one of the criteria for evaluating and ranking the quality of officials, civil servants, public employees, and business managers.
Specifically, the following criteria apply: Excellent performance: Disbursement rate reaches 100% of the plan; Good performance: Disbursement rate is between 90% and less than 100%, with no violations in the management and use of funds; Satisfactory performance: Disbursement rate is between 80% and less than 90%; Unsatisfactory performance: Disbursement rate is below 80% or there are serious delays (excluding objective reasons).
The Provincial People's Committee requests that heads of agencies, units, and localities strictly comply with this directive.
