Rectifying negative practices in the review, purchase, sale, and rental of social housing.

In Directive No. 34/CT-TTg issued on December 11, 2025, on rectifying, enhancing transparency, and preventing corruption in the review, purchase, sale, and lease of social housing, the Prime Minister instructed the People's Committees of provinces and centrally-administered cities to be fully responsible to the Government and the Prime Minister for the results of implementing policies on the development, sale, lease, and lease-purchase of social housing in their localities; and to direct the Department of Construction and other relevant local departments and agencies to strictly implement the procedures for the sale, lease-purchase, and lease of social housing as prescribed by law.

This includes organizing inspections and verifications to ensure that the correct individuals meet the eligibility criteria, limiting cases where an individual applies to multiple projects; notifying the investor of the list of eligible individuals for social housing policies within the prescribed timeframe. The list of those eligible to purchase or lease-purchase social housing will be publicly disclosed after contract signing, and the list of eligible individuals will be updated on the Department of Construction's website for post-inspection purposes and to avoid duplication of eligible individuals. Simultaneously, the People's Committees of provinces and cities will direct local authorities to verify eligibility, income conditions, and housing conditions for eligible individuals according to regulations. People who need to buy social housing must proactively learn about legal regulations to avoid being exploited or taken advantage of. They should submit applications and carry out the purchase or lease-purchase procedures directly with the investor, not through consulting organizations, individuals, brokers, or trading platforms.
