Speeding up investment progress and completing infrastructure in resettlement areas is a fundamental solution to remove the "bottleneck" of site clearance, creating consensus among the people, contributing to ensuring that projects are implemented according to plan.
Great need for resettlement
According to reports from localities, the demand for resettlement land from now to 2030 in the province is about 47 thousand lots to serve traffic infrastructure projects, industrial parks, urban areas and works for the purpose of socio -economic development, ensuring national defense and security.
In recent times, although the province and localities have paid attention to this work, many resettlement areas are still in the stage of site clearance or infrastructure construction. Therefore, most projects have not met the requirements of site clearance before land acquisition, leading to prolonged compensation and site clearance progress. Another consequence is that people complain and land handover is delayed; the government has to organize campaigns to mobilize and propagate. Investors lack clean, seamless land to implement on schedule. This also leads to slow disbursement of public investment capital, affecting the double-digit economic growth target set by the province.
According to Mr. Pham Van Hoang, Vice Chairman of Tran Bien Ward People's Committee, there is a project in the ward that has reclaimed land for 2 years now but people have not yet been arranged for resettlement. Many other projects are in the process of reclaiming land but do not have a favorable location to implement on-site resettlement areas.
According to Mr. Hoang, resettlement is an important condition for land recovery, but resettlement land is not available or is not suitable for people's wishes. Therefore, there are projects where the government has to "owe" resettlement or relocate to another ward.
In Phuoc Tan Ward, Chairwoman of the Ward People's Committee Thieu Thi Minh Huong shared: The locality is implementing and will soon implement many infrastructure projects. Resettlement is one of the major "bottlenecks" in site clearance. Typically, the Bien Hoa - Vung Tau Expressway Project is expected to be technically opened to traffic by the end of this year, but the infrastructure of the resettlement area in the area has not yet been completed. Or the Resettlement Area Infrastructure Project of more than 49 hectares of the ward currently has to arrange resettlement for resettlement, while the ward does not have available land or housing.
Currently, very few communes and wards in the province have available resettlement land to allocate to people before land acquisition. According to Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha, most localities have a need for resettlement land, but the progress of investment in infrastructure construction in these areas has been slow in the past, affecting the compensation and site clearance work of many key projects. The province has clearly recognized this problem and in its management instructions, always requires localities to proactively review the demand, plan land funds, allocate capital or advance the provincial budget to invest in resettlement areas and resettlement urban areas, ensuring that they can be allocated to people immediately when needed.
Ensuring rights for people whose land is recovered
Dong Nai is planning to develop nearly 90 new resettlement areas from now until 2030, with a total budget of more than 10 trillion VND. Investing in these areas not only ensures long-term housing and stabilizes people's lives, but also helps reduce pressure on land handover, shortens project implementation time and limits budget expenditures for temporary residence.
The province requires new resettlement areas to build a synchronous system of technical infrastructure and social infrastructure in a civilized and modern direction; ensuring that the new housing conditions are equivalent to or better than the old housing. This not only helps people settle down and stabilize their lives but also contributes to maintaining security and order, strengthening trust and creating high consensus among the people regarding the site clearance work.
According to the plan, resettlement areas will be invested in each year or phase. Priority will be given to resettlement areas for projects that are being and will be implemented. In 2026 alone, the province requires units assigned to be investors in resettlement projects to start construction of at least one project, and in the following years, depending on the needs, to implement investment. In addition to public investment capital, the province encourages localities to mobilize more social resources to speed up the progress of resettlement projects.
Vice Chairman of the Provincial People's Committee Ho Van Ha said: Resettlement is not only about housing arrangement but also a human development policy, ensuring livelihoods and stabilizing people's lives.
Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, in many conferences and meetings related to the implementation of key projects, disbursement of public investment capital, and the double-digit economic growth plan, noted: Localities must pay attention to investing in the construction of resettlement areas to both ensure the rights of people whose land is recovered and remove the "bottleneck" of land for projects.
In fact, in localities that pay attention to investing in the construction of resettlement areas with synchronous infrastructure, convenient transportation and located near the land acquisition site, the site clearance work takes place smoothly, the rate of people's consensus is higher, and there are fewer complaints. The Long Thanh International Airport project is a typical example. Right from the beginning of land acquisition, the province has deployed the Loc An - Binh Son resettlement area near the project with complete and adequate technical and social infrastructure. This careful preparation has helped the compensation and handover of the site for the national key project to be basically on schedule, creating trust and consensus among the people.
