In order to facilitate and reduce time and costs for individuals and organizations, and contribute to promoting economic development, the Chairman of the Provincial People's Committee requests that departments and agencies under the Provincial People's Committee, based on the guidance of the Ministry of Justice, urgently review the 734 administrative procedures attached to Official Letter No. 6723/BTP-CTXDVBQPPL, Official Letter No. 4735/TCT, and other administrative procedures containing one of the 153 types of documents already listed in national and specialized databases that can be immediately reduced; and propose plans for reducing and simplifying administrative procedures, clearly identifying the articles, clauses, and points in the provincial legal documents containing the administrative procedures that need to be amended or supplemented to ensure the implementation of the simplification plan.

For specific administrative procedures issued by local authorities, units shall review and advise competent authorities to amend and supplement legal documents to reduce or eliminate the requirement for individuals and organizations to provide documents when the information is already available in databases. The deadline for completion is before November 15, 2025, or at the nearest People's Council meeting.
During the implementation of tasks related to the allocation of digital transformation funds by departments and agencies for handling administrative procedures for citizens, businesses, and other related fields, if any difficulties or obstacles arise, please send them to the Provincial People's Committee Office (Public Administrative Service Center) for compilation and reporting to the Provincial Police Department for further compilation and completion of the report to the Ministry of Public Security .
The Department of Justice shall preside over and guide departments and agencies in conducting a specific review of administrative procedures whose required documents are one of the 15 types of papers already in the database, which can be reduced based on the guidance of the Ministry of Justice in Official Letter No. 6723/BTP-CTXDVBQPPL; and promptly report, advise, and propose to the Provincial People's Committee for consideration and direction on difficulties and obstacles beyond its authority.
The Office of the Provincial People's Committee (Provincial Public Administrative Service Center) will coordinate with the Department of Justice in guiding and urging departments and agencies under the Provincial People's Committee to implement the contents as requested in this Official Letter, ensuring full compliance with the content and timeframe.
