The economy is resilient enough to maintain macroeconomic stability.
Speaking to clarify some issues that National Assembly deputies were concerned about regarding finance, budget, and public investment at the National Assembly discussion session on the afternoon of October 30, Prime Minister Pham Minh Chinh emphasized that after two days of enthusiastic, responsible, and intellectual work, National Assembly deputies had many profound and frank opinions, demonstrating a constructive spirit, accompanying the Government, contributing to motivating the entire political system, people, and business community.
The Prime Minister sincerely thanked the National Assembly deputies for their enthusiastic contributions and affirmed that the Government will fully absorb and synthesize them to complete reports and solutions, striving to achieve the socio-economic development goals in 2025 and the following years.
According to Prime Minister Pham Minh Chinh, in the past 5 years, the country has faced more difficulties and challenges than advantages, but under the leadership of the Party, regularly and directly by the Central Executive Committee, the Politburo, the Secretariat, the General Secretary, together with the accompaniment of the National Assembly, the efforts of the Government and the help of international friends, Vietnam has overcome external shocks, maintained macroeconomic stability, controlled inflation, ensured major balances, and maintained positive growth.

Budget deficit has decreased compared to previous terms, public debt, foreign debt and government debt have all decreased compared to before. People's lives have improved, the happiness index has increased 39 places compared to the beginning of the term, national defense and security potential has been strengthened.
Regarding social security, the Prime Minister stated that this work has never received as much attention and investment as it does now. During the Covid-19 pandemic alone, the State has spent about 1.1 quadrillion VND, equivalent to 17% of GDP, to support more than 68 million people, demonstrating the spirit of "leaving no one behind".
The Prime Minister said that during this term, the Government has focused on resolving issues that have lasted for many years, such as 12 loss-making projects, key energy and transport projects. To date, most of them have been resolved, many projects are operating effectively and profitably; major infrastructure projects such as the expressway system and coastal roads have all met and exceeded their plans.

Regarding the disbursement of public investment capital, the Prime Minister frankly acknowledged that this is a “persistent, worrying, and troubling issue for the entire political system”. Total public investment capital this term reached 3.4 quadrillion VND, an increase of 55% compared to the previous term, but the number of projects decreased to about more than 4,700 projects, instead of more than 10,000 as before.
The Prime Minister analyzed that the slow disbursement has many causes, including problems with institutions, procedures, site clearance, decentralization and delegation of power. The Government has proactively submitted to the National Assembly amendments and supplements to regulations to resolve the problems. Allowing capital transfers between projects and localities is an important step forward, helping to effectively use resources and unblock investment capital flows.
In addition to subjective factors, the Prime Minister also shared many objective difficulties such as natural disasters, storms, floods, and extreme weather that have affected the progress of project construction. “The Government shares with localities and investors, but the more difficult it is, the more we must strive to overcome it. Overcoming these objective factors is a matter of talent and human resources,” the Prime Minister emphasized.
Confidence in national strength, promoting internal strength, arousing aspirations for development

The Prime Minister said that the top goal in financial and budget management is to collect enough revenue to cover expenditures, ensuring national financial security. In particular, three spending priorities are identified: Spending on people and the operation of the apparatus; spending on national defense and security to maintain independence, sovereignty and socio-political stability; spending on social security, ensuring fairness and progress, not trading off social security to pursue growth.
According to Prime Minister Pham Minh Chinh, thanks to increased revenue and reduced expenditure, the Government has been able to increase investment in development (up 55% compared to the previous term), increase salaries, and implement many humane policies such as exempting tuition fees, supporting lunch money for students, building 200 inter-level boarding schools at the border, and implementing a program to eliminate temporary and dilapidated houses.
The Prime Minister affirmed: “All revenue increases and expenditure reductions must be implemented in accordance with regulations, consulted with the National Assembly, and used effectively and for the right purposes. Only with savings can we have resources to increase salaries, invest, and care for the people.”

The head of the Government further explained that only by increasing revenue and reducing expenditure can we reserve 70% of this revenue increase to increase salaries according to Resolution 27. “We could not do it in the previous term, but we can do it in this term, because only by increasing revenue and leaving 70% can we increase salaries. As National Assembly deputies are proposing to continue increasing salaries next year (July 1, 2026), based on the National Assembly's opinions, we will consider, balance and ask for opinions from competent authorities, including the National Assembly, to increase salaries sooner,” said the Prime Minister.
Looking to 2026 and the coming period, Prime Minister Pham Minh Chinh said the Government aims for growth of 8% or more, striving to achieve double digits, creating a breakthrough for the new period. Although there are many difficulties, "if we do not do it, we will not achieve the strategic goal".
“Our people have a good point that the more pressure, the more effort, with the idea of turning nothing into something, turning difficult into easy, turning the impossible into possible. This has been proven in practice. Therefore, to achieve the strategic target in a year when we only grow at an average rate, it is very difficult, so there must be a breakthrough, and a 10% breakthrough is very difficult, very challenging, but if we do not do it, we will not achieve the strategic target, so we still have to do it,” the Prime Minister affirmed.
According to the Prime Minister, despite the difficulties, there is absolutely a basis for realizing these goals. The Head of Government affirmed that the basis of that belief comes from the strength of the Vietnamese people, with three main resources: People, nature and cultural and historical traditions. Promoting these resources well, together with science, technology, innovation, and digital transformation, will create new momentum for rapid and sustainable development.
“We have confidence and national pride, creating momentum, position and strength to enter a new era, an era of building a rich, civilized, prosperous, happy country, firmly advancing towards socialism,” the Prime Minister affirmed.

Analyzing the orientation of "going deep into the ground, reaching out to the sea and flying high in the sky", focusing on exploiting the sea, underground and outer space, the Prime Minister affirmed that recent Resolutions of the Central Committee and the Politburo all focus on these orientations based on the foundation of science and technology development, innovation and digital transformation.
“We mobilize resources and strength from the people and businesses with the motto: Creative State, pioneering businesses, public and private sectors working together, prosperous country, happy people,” the Prime Minister stated.
We have confidence, national pride, momentum, position and strength to enter a new era, the era of building a rich, civilized, prosperous, happy country, steadily advancing towards socialism.

He emphasized that stable macroeconomic policies, flexible fiscal and monetary policies are also important growth drivers, in addition to the three traditional drivers of investment, consumption and export, based on the digital economy, green economy and creative economy.
“The goal is very difficult but it cannot be achieved, and it must be based on science, practice and confidence. I firmly believe that in the current atmosphere, we can do it. The Party has directed, the National Assembly is united, the Government is trying, the people are sympathetic, businesses are supporting, and international friends are helping, so we can only discuss action, not retreat. We are confident and must dare to surpass ourselves, affirming national strength,” Prime Minister Pham Minh Chinh emphasized.
