Delegate Tran Quoc Tuan: In the context of many fluctuations in the world's political economy, Vietnam is still likened to a peaceful sea in the midst of a storm and a bright spot going against the global flow.

Vietnam: A bright spot going against the global trend

Speaking at the discussion on socio -economic issues, delegate Tran Quoc Tuan, Doan Vinh Long expressed: "I and many voters across the country express our respect and high agreement with the comprehensive results that the Party Central Committee, the National Assembly and the Government have achieved in the first nine months of 2025.

Amidst the volatile global political and economic context, Vietnam is still likened to a calm sea in the midst of a storm and a bright spot going against the global trend, as assessed by prestigious international organizations.

Citing a series of evidence, "GDP growth reached about 7.85%. Inflation was controlled at 3.27%. Exports increased by more than 16%. Budget revenue increased by 30.5% compared to the same period in 2024", the delegate affirmed: Those numbers not only demonstrate the Government's steady leadership but also affirm the Party's leadership effectiveness and the National Assembly's close accompaniment and supervision.

According to delegates, in addition to stabilizing the macro economy, institutional reform and streamlining the apparatus have also created important turning points. The two-tier local government model has been implemented in 34 provinces and cities.

Along with that, a series of major laws such as the Land Law (amended), Housing Law, Real Estate Business Law, and Law on Organization of Local Government have formed a solid legal framework for the new development stage.

Social security policies continue to be placed at the center. Tuition fee exemptions, temporary housing elimination, and health care for the people are being vigorously implemented, contributing to consolidating and enhancing the trust of the people, cadres, and party members in the Party, the State, and the regime.

Wish to pay more attention to salary policy and life of cadres, civil servants and public employees

In addition to the achieved results, the delegate said: Voters nationwide also hope that the Party and State will pay more attention to fundamental issues, especially salary policies and the lives of cadres, civil servants and public employees.

According to the delegate, this is to preserve the motivation to serve the people and to let the people create the sustainable strength of the state apparatus.

The delegate said: "After nearly four months since officially implementing the two-level local government model, our administrative apparatus has become lighter in terms of focal points but heavier in terms of work.

Officials and civil servants in many localities, especially at the grassroots level, have to work further and do more work, but their income is still not better.

Propose policies to support officials in merged regions

Citing information from a report summarizing voters' recommendations sent to this session, the delegate said: Voters in many localities such as Quang Tri, Binh Thuan, and Vinh Long reported that after the administrative unit merger, many commune officials had to travel further, in some places from 10 to 15 km, to reach the new headquarters. Meanwhile, travel allowances and public service allowances have not been adjusted.

Voters in Nghe An, Lam Dong, and Dong Thap provinces requested the Government to have policies to support and encourage officials in the merged regions. Because their lives face many difficulties, travel, housing, and living expenses increase. This causes real income to decrease by 10% to 12% compared to before.

In addition, many localities such as Bac Can, Can Tho and some provinces in the Mekong Delta also reflect the situation that grassroots cadres are having to shoulder many tasks and responsibilities due to staff streamlining. However, their income has not improved, affecting their psychology, motivation and work efficiency.

According to the delegate: "These reflections are not just numbers or technical recommendations, but the voice of grassroots civil servants and public employees. They are the ones shouldering the heaviest workload of the state apparatus. If their lives are not guaranteed, the effectiveness of policy implementation will also be difficult to meet requirements."

The actual income of cadres, civil servants and public employees is clearly affected because the basic salary has not been adjusted.

According to the Government's report and the National Assembly Committees' review report, the average CPI in the first 9 months of 2025 increased by about 3.27% compared to the same period last year. Prices of many essential goods such as food, housing, electricity, water, tuition, gasoline and rent have all increased. This puts great pressure on people's lives.

In particular, the actual income of cadres, civil servants and public employees has been significantly affected because the basic salary has not been adjusted accordingly. Meanwhile, living and travel expenses have increased after the reorganization of the two-level local government apparatus.

Although it has not reached an alarming level, it has directly affected the income of public servants, who shoulder the work of the people. Their income is shrinking day by day.

The basic salary is not suitable.

The delegate stated that the basic salary of 2.34 million VND/month has been applied since July 1, 2024. Compared to the current cost of living, it is clearly no longer suitable.

On average, the minimum living expenses alone (food, transportation, electricity and water bills, children's tuition) in urban areas exceed 4.5 to 5 million VND/person/month.

The delegate said: "With a basic salary of 2.34 million VND, even if multiplied by a higher coefficient, the actual income of many young civil servants is only enough from the beginning of the month to the 20th of the month. The last 10 days of the month must run on faith.

The report of the Central Committee of the Vietnam Fatherland Front, synthesizing voters' opinions, clearly shows that the lives of a number of cadres, civil servants, public employees, and workers in the state sector still face many difficulties.

Especially after the process of streamlining staff and merging localities while prices and living costs are increasing.

These words are not only a reflection but also the heartfelt cry of millions of people who are still trying to maintain their faith and maintain their public service profession in order to serve the people better every day."
