General Secretary To Lam – the highest leader, embodying Vietnam's aspirations for innovation, humanity and integration – was present in the space of global knowledge while Vietnam was taking long, steady steps forward, considering culture, people, knowledge and education as the foundation for the future.

On October 28, as part of his official visit to the United Kingdom of Great Britain and Northern Ireland, General Secretary To Lam visited and worked at Oxford University. Here, the General Secretary delivered an impressive policy speech to a large number of professors, lecturers, researchers and students of the university - sharing his vision on innovation, knowledge and international cooperation. On this occasion, the General Secretary also had a private meeting with Professor Irene Tracey - Principal of Oxford University, with the participation of professors, leaders of Oxford University, leaders of the Government and ministries and branches of Vietnam.

At the reception, Professor Irene Tracey said that Oxford University's cooperation with Vietnam spans many areas of the school. This diversity demonstrates the strength and depth of bilateral cooperation, and Oxford is proud to jointly implement initiatives to address the pressing challenges of our time.

In the field of scientific research, Oxford University is collaborating with Vietjet on a project led by Professor Myles Allen, Director of the Oxford Net Zero Centre, focusing on Geological Balance Fuel (GBF) – an aviation fuel that is carbon offset by storing CO₂ in deep geological layers for the long term. Initial results show that GBF could open a pathway to achieving the global aviation industry’s net zero emissions target by mid-century. This project, in collaboration with the International Air Transport Association (IATA), has the potential to reshape the future of sustainable transport, not only in Vietnam but also globally.

Oxford University Chancellor, Professor Irene Tracey proudly told General Secretary To Lam and senior Vietnamese leaders about the Pioneer Scholarship Fund co-founded by Dr. Nguyen Thi Phuong Thao and Oxford University.

With an initial total funding of £17.83 million, of which £13.7 million is contributed by Dr. Nguyen Thi Phuong Thao and £4.13 million is co-funded by the University of Oxford, the Pioneer Scholarship Fund will provide long-term study and research opportunities for outstanding postgraduate students, especially from Vietnam. To date, £700,000 has been disbursed, funding scholarships for 11 outstanding students studying at Oxford in the fields of Education, Chemistry, Clinical Medicine, Genomic Medicine and Business Administration (MBA), Genomic Medicine.

Dr. Nguyen Thi Phuong Thao gave a short and emotional speech: "I always see these programs not only as academic cooperation, but as bridges of knowledge and humanity, connecting Vietnam with one of the world's leading academic centers. The world today is changing very quickly. But culture, knowledge and humanity will forever connect people, towards a more peaceful and better world. I pledge to continue to accompany Oxford University, fostering more opportunities for learning, connection, creativity and dedication - so that good values ​​can spread between Vietnam and the UK in the comprehensive strategic partnership between the two countries and more broadly, the international community."

Speaking at the meeting, General Secretary To Lam welcomed the cooperation between Oxford University and Vietnamese enterprises and research institutions, such as the cooperation between Sovico Group, Vietjet and Oxford University. He hoped that the cooperation would continue to develop to turn knowledge, science and technology into development programs and projects to serve the people and the development of the country. Cooperation in education, training and scientific research are important pillars in the relationship between Vietnam and the UK. General Secretary To Lam believes that these pillars will continue to be promoted in the coming time on the basis of upgrading the diplomatic relations between the two countries to the level of a comprehensive strategic partnership.
