At the regular press conference on socio-economic issues on the afternoon of October 30, in response to the reflection on the situation of some projects in the area bordering Ho Chi Minh City - Binh Duong still mobilizing capital through the form of deposits to hold places even though they are not qualified to open for sale, the representative of the Department of Construction said that there have been specific corrective actions.
Faced with the situation that some real estate projects are still being advertised for sale and accepting deposits to reserve properties when they do not meet business conditions, the Ho Chi Minh City Department of Construction affirmed that it will continue to strengthen inspection and handling of illegal capital mobilization activities, and at the same time, it recommends that people be cautious when signing deposit agreements or sales contracts.
On October 10, 2025, the Department issued Official Dispatch No. 11410/SXD-QLN&TTBDS requesting real estate businesses in the area to strictly comply with regulations on reporting and publicizing project information before putting into transaction; not to authorize other organizations or individuals to sign deposit contracts, purchase, sale or transfer of housing when the project does not meet the conditions for capital mobilization according to regulations.
"In case any investor is found to be non-compliant with regulations, it is recommended to transfer information and documents to the Department of Construction for inspection and handling in accordance with legal regulations," the Department representative emphasized.
In addition, the Department recommends that press agencies increase propaganda so that people can identify unqualified projects, and not sign deposit agreements, reservations, or sales contracts when legal documents are unclear, to avoid risks of disputes and financial losses.
This move by the Department of Construction follows previous documents that have reminded and warned about illegal capital mobilization. According to Official Letter 11410, enterprises must periodically report on the implementation status and publicly post legal information of the project for buyers to easily look up. Enterprises that violate the regulations may be subject to administrative sanctions or suspension of transactions if they do not comply with the regulations.
The Department of Construction recommends that people should only transact when the project has been publicly announced as eligible to sell future housing, has confirmation from a competent authority and the contract is signed directly with a legal investor.
Regarding the housing situation and real estate market in the first 9 months of 2025, a representative of the Ho Chi Minh City Department of Construction said that up to now, housing statistics in the city have been compiled, including Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau .
In the first 9 months of the year, the city has developed about 13.97 million square meters of new housing floor space, reaching 94% of the yearly plan (14.86 million square meters). This supply includes self-built housing, commercial housing and social housing. According to the Department of Construction, the selling price of luxury apartments tends to increase, while the mid-range and affordable segments are almost scarce. The city is focusing on removing legal obstacles for projects and promoting the development of social housing to increase supply, contributing to stabilizing the market.
