Adapting to climate change with the roads of the future

On the afternoon of October 30, the 10th session of the 15th National Assembly continued its discussion program in the hall on the implementation of the State budget in 2025, the State budget estimate and the central budget allocation plan in 2026; the three-year State financial and budget plan for 2026 - 2028; the implementation of the State budget public investment plan in 2025 and the expected plan for 2026; the 2025 financial plan and the expected plan for 2026 of the extra-budgetary State financial funds managed by the Central Government.

Participating in the discussion, delegate Nguyen Quoc Han, Deputy Head of the National Assembly Delegation of Ca Mau province, made many heartfelt statements, deeply reflecting the issues that voters in the Mekong Delta region, especially Ca Mau province, are concerned about in the context of increasingly complex climate change.

Delegate Nguyen Quoc Han said that in the Mekong Delta, a land blessed with a mild climate, landslides, floods and saltwater intrusion are now occurring frequently. While previously droughts only occurred in the last few months of the year, now they last almost all year round, affecting production, daily life and even the lives of the people.

In Ca Mau alone, saltwater intrusion is getting deeper and deeper, forcing people to change their production habits and livelihoods, posing a great challenge to the local sustainable development.

Faced with that reality, delegate Nguyen Quoc Han made a number of specific, practical, and long-term strategic recommendations, expressing the legitimate aspirations of voters in Ca Mau and the Mekong Delta region.

Adding investment to complete the coastal route from Quang Ninh to An Giang to the medium-term public investment plan for the period 2026 - 2030

Delegate Nguyen Quoc Han emphasized: This is a route of special importance, not only solving traffic needs but also being an effective solution to adapt to climate change, as the route both acts as a breakwater, preventing coastal erosion, preventing saltwater intrusion, and helping to control high tides through a sewer system under the road.

If implemented, this project will contribute to promoting socio -economic development in coastal communes, which are areas with many difficulties; at the same time, creating a driving force for sustainable development for the entire southern coastal region.

Prioritize capital allocation to expand and complete the Ho Chi Minh route passing through Ca Mau province, especially the section coinciding with National Highway 63 through An Xuyen ward and the Nam Can - Dat Mui section.

This is an important national project, associated with the symbol of the country, connecting Pac Bo (Cao Bang) to Dat Mui (Ca Mau), but has been "missed" through many National Assembly terms. The early completion of this route will not only meet the travel and freight needs of the people, but also contribute to connecting tourism development, economy and society of the southernmost region of the Fatherland.

Supplement, upgrade and expand the Trans-Asia route connecting Ca Mau - Kien Giang - Cambodia - Thailand into the medium-term public investment plan for the period 2026 - 2030, to strengthen international trade connectivity and regional linkages.

According to delegates, this route has strategic significance in developing the marine economy, expanding the cooperation space in the Greater Mekong Sub-region, contributing to promoting exports, tourism and trade through the southwestern gateways.

The above recommendations of delegate Nguyen Quoc Han not only demonstrate the responsibility of a delegate before the National Assembly , but also represent the thoughts and aspirations of voters and people of Ca Mau province, the place most severely affected by climate change.

These are also specific and highly feasible proposals, linking transport infrastructure development with climate change adaptation, economic development with ensuring social security and environmental protection, in line with the Party and State's policies and orientations for sustainable development.

Voters and people of Ca Mau province expect the Central Ministries and branches to soon consider, study and concretize the above proposals in the public investment plan for the coming period, so that the Mekong Delta in general and Ca Mau in particular will have a more solid "shield" against natural disasters, creating a solid foundation for socio-economic development in the southernmost region of the Fatherland.
