On October 31, Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee, Head of the National Assembly Delegation of Hanoi City sent a letter of condolences and encouragement to the Party Committee, government and people of Hue City, Da Nang City and Quang Ngai Province.

Comrade Bui Thi Minh Hoai wrote that in the last days of October, heavy rains caused flooding in many areas, causing serious damage to the property of the people of Hue city, Da Nang city and Quang Ngai province.
