Studying the draft documents submitted to the 14th National Congress of the Party, cadres and Party members of Can Tho city assessed that the documents were carefully and meticulously prepared, with a clear, concise and succinct structure, looking straight at the truth, correctly assessing the actual situation of the country and the Party, and having a high level of summary and generalization. The theme and motto of the 14th Congress fully covered the most core issues of the Party, clearly affirmed the goal, firmly moving towards socialism, in line with the practical context of the country in the new period.

Ms. Le Thi Suong Mai, Member of the City Party Committee, President of the Can Tho City Labor Federation, on behalf of the Standing Committee of the Federation, proposed many important contents to build a modern and strong Vietnamese working class. The focus of the proposals is to emphasize the need to build a team of intellectual workers, digital workers, with high professional skills, quickly adapting to the context of digital transformation and deep international integration.

Analyzing the content of "Building a modern and strong Vietnamese working class" in the Draft Document, the Can Tho City Labor Federation commented that the Draft correctly expressed the viewpoint on the pioneering role of the working class. However, to meet the requirements of the new situation, the Standing Committee suggested emphasizing more clearly the requirement to build a team of "knowledge workers, digital workers".

This workforce must be highly skilled, have an industrial working style, strong political will, and be able to adapt to the digital transformation and international integration process. To achieve this goal, the Can Tho City Labor Federation proposes a key solution: promoting training and development programs for workers to master new science and technology. At the same time, it is necessary to strongly promote the role of the Trade Union organization in political and ideological education, enhancing the class spirit of workers, and implementing a policy of harmonious development between the quantity and quality of the team.

In connection with the above content, when giving comments on "Building new productive forces associated with developing the working class", Can Tho City Labor Federation suggested that the Draft Document should add the orientation of "building a working class adaptable to the green economic model, digital economy, knowledge economy".

To concretize this orientation, Ms. Le Thi Suong Mai proposed building a "Worker 4.0" model in industrial parks and export processing zones. Along with that, the State needs to focus on investing in developing Trade Union institutions (such as housing, cultural centers, kindergartens, etc.) associated with the function of vocational training and career transition for workers, helping them adapt promptly to the rapid changes in technology and new production forces.

In addition to the two key contents above, the Standing Committee of the Can Tho City Labor Federation also recommended and proposed a number of other important contents. In particular, it especially emphasized the development of party members among direct production workers, considering this a key solution to maintain the working class nature of the Party. The Trade Union proposed to be assigned the task of presiding over the discovery and introduction of outstanding union members for the Party to consider admitting, especially in the non-state enterprise sector.

In addition, the Can Tho City Labor Federation also contributed to clarifying the role of the Trade Union in participating in the development, criticism and supervision of the implementation of laws directly related to workers such as labor laws, insurance, wages; supplementing specific policies on housing development, welfare, cultural and spiritual life for workers; launching the movement "Every worker is a lifelong learner" to build a learning society. These opinions are all synthesized from the practice of the workers' movement and trade union activities in Can Tho.

Have a long-term strategy to respond to natural disasters and climate change

Party members and people of Can Tho city also expressed their high agreement with the Central Committee's assessments of natural resources and environmental management in the draft Political Report submitted to the 14th National Party Congress. Opinions agreed that although environmental protection and climate change response have had many positive changes, reality shows that the ability to respond to and minimize the impacts of natural disasters has not yet met requirements and the management and use of water resources are not yet effective.

From the reality in the Mekong Delta, opinions emphasized the need for more fundamental, drastic and long-term solutions in the coming term, focusing on improving forecasting capacity and effectively combining engineering and non-engineering solutions so that people can proactively "live with" climate change.

Mr. Phan Thien Khanh, Secretary of the Party Cell of Dinh Khanh B Hamlet, Truong Thanh Commune, Can Tho City, clearly analyzed the impact of climate change at the grassroots level. He said that people are feeling this very clearly. Mr. Khanh pointed out unusual manifestations such as this year's high tides in Can Tho causing serious flooding, far exceeding the level of many previous years. The situation becomes more complicated when high tides combine with very heavy rains, causing water to overflow the banks, threatening weak dike sections.

Talking about the difficult situation that fruit farmers in Truong Thanh commune are facing, Mr. Khanh said that when heavy rains combined with high tides, even though the sewer system has been closed, the river water level outside is still 0.5 - 0.7m higher than inside. To save the garden, people have to run the pump continuously, but this amount of water also causes the water outside the river to rise, overflowing into the garden.

As a result, farmers have to spend more money on fuel and always be ready for heavy rains, day or night, to protect their property. Based on the above reality, the Party Secretary of Dinh Khanh B hamlet emphasized the view that at present, it is impossible to fight against natural disasters but must find a way to "live with them".

To do that, Mr. Khanh suggested that the most important non-engineering solution is to strongly strengthen forecasting. He proposed that there should be an early warning system, informing people about storms or high tides about 2 to 3 days in advance. This information should be transmitted through modern means that everyone can access, such as smartphones or TVs, so that people can proactively respond. Along with forecasting, Mr. Khanh also suggested continuing to strengthen engineering solutions to withstand the increasingly extreme effects of climate change.

Agreeing with the view that a long-term strategy is needed, Mr. Pham Ngoc Hung (Vice Chairman of the Can Tho City Retirement Club) also said that the Draft Political Report has correctly assessed the current situation of the ability to respond to and minimize the impacts of natural disasters and climate change, which has not met the requirements. Although we have identified the problem of climate change for decades, storms, floods and inundation in large cities still make us "unable to handle it in time".

Recalling the vision of the late Prime Minister Vo Van Kiet when he studied the issue of rising sea levels decades ago, Mr. Hung shared that it is clear that we have not been proactive in this issue. Although advisory agencies and strategists have a vision of 40-50 years, in reality they still cannot respond in time, leading to huge losses.

Therefore, Mr. Pham Ngoc Hung recommended that the 14th Party Congress should set out a longer-term, more drastic program and plan, promoting the knowledge of the entire population under the leadership of the Party to build a master plan, proactively and effectively responding to the climate change challenge that we have long identified.
