This is the opinion of the Party, delegate Hoang Thi Doi ( Son La ) at the discussion session of Group 13 (National Assembly Delegation of Son La province and National Assembly Delegation of Vinh Long province) this afternoon, November 4, on the draft Document to be submitted to the 14th National Congress of the Party.
Delegate Hoang Thi Doi commented that the draft clearly demonstrated the Party's innovative thinking and strategic vision for the 2026-2030 period and vision to 2045. In particular, the goal of rapid and sustainable development on the basis of culture, people, science and technology, digital transformation, along with a comprehensive foreign policy and international integration is clearly and consistently defined.

Clarifying the role of science, technology and innovation development
Commenting on the draft Political Report, delegate Hoang Thi Doi suggested a clearer assessment of the results of implementing science, technology, innovation and digital transformation tasks in the past term.
According to delegates, the 2021 - 2025 period is a period of acceleration and creation of a foundation for science, technology and innovation in our country, with many positive changes in digital infrastructure development, building a digital government and a policy framework to support innovation.
However, limitations in resource mobilization, institutional improvement, human resource quality and digital citizen index are still bottlenecks that need to be further resolved. Emphasizing this, delegates suggested that the Political Report should include a more in-depth assessment as a basis for determining key tasks in the coming time, emphasizing the need to promote digital transformation and develop the market for digital cultural products and services.

Regarding the limitations and weaknesses, delegates said that it is necessary to assess more fully the current situation of labor and employment, especially in mountainous and rural areas. Delegates pointed out the current situation of low job quality, widespread unemployment, high rate of informal labor; many young workers have to migrate to urban areas and industrial zones, while local human resources are limited in skills. This directly affects income, sustainable poverty reduction and narrowing regional gaps. Delegates recommended the need to propose strong and specific solutions to develop the labor market, link vocational training with market demand and expand non-agricultural employment opportunities in the locality.
Demonstrate determination to quickly put the resolution into practice
Delegate Hoang Thi Doi highly appreciated the fact that for the first time, the draft Political Report built the Action Program as a component part; emphasizing that the Draft clearly showed the tasks, progress, responsibilities and resources, demonstrating the determination to quickly bring the resolution into life.
Delegates proposed to consider changing some phrases to complete the draft Action Program. In particular, it was suggested to change the phrase “ethnic cadres” to “ethnic minority cadres” to correctly identify the subjects that need to be focused on in cadre policy.

Delegates also recommended that the research on the human resource linkage mechanism between the public and private sectors be grouped into the same task group of attracting and utilizing talents to avoid duplication. In the field of education, it was suggested that the task of developing a number of educational institutions of international standards be grouped to avoid overlap in construction and implementation.
In Appendix No. 3 of the List of important tasks, projects, and works for the 2026-2030 period, with a vision to 2045, delegate Hoang Thi Doi proposed adding a mechanism to mobilize resources to develop nuclear power, offshore wind power, solar power on hydroelectric reservoirs, irrigation, and mountainous areas.
Delegates also proposed adding the Son La - Yen Bai expressway project to the list of key expressways. Delegates emphasized that the Son La - Yen Bai route will expand development space, promote agricultural consumption, connect the Northwest with the key economic region of the North, and at the same time strengthen national defense - security potential and the ability to respond to natural disasters.
Regarding the construction of a modern national education system that is on par with the region and the world, delegates recommended considering combining task 1 and task 5. Putting task 5 "Building breakthrough mechanisms and policies and focusing on investment in developing a number of educational institutions on par with advanced countries" into task 1 "National target program on building breakthrough mechanisms and policies and focusing on investment in developing a number of educational institutions on par with advanced countries" to avoid duplication and overlap when building and implementing tasks.
