According to a report by the Department of Agriculture and Environment, the implementation of the campaign to "enrich and clean" the national land database has been carried out promptly and synchronously from the provincial to the commune level, achieving many results. Localities have fully established working groups and support teams, issued specific plans, and mobilized forces for implementation.
Public awareness campaigns were intensified through local radio broadcasts, helping people understand the goals and significance of data cleaning and encouraging them to actively cooperate by providing documents, citizen identification cards, and land use right certificates to facilitate information verification.
To date, Bac Ninh province has completed the review of over 4.8 million land parcels in 99 commune-level administrative units. Of these, 141,000 parcels have been cleaned up, and 624,000 parcels have been verified. Additionally, information has been collected on 157,164 land use right certificates (parcels), reaching 68.4%; and 139,861 certificates have been scanned, reaching 59.4%.

However, the report also pointed out that progress in some communes and wards was slow, with low data entry rates due to a lack of equipment and limited personnel, while the volume of data was large and the implementation time was short. A segment of the population remained hesitant to provide personal information, affecting the overall results. During the campaign, many localities were severely affected by flooding caused by typhoons No. 10 and 11, significantly impacting the implementation progress.
Delegates requested the Ministry of Agriculture and Environment to upgrade and improve the land database software (VBDLIS), standardize forms, optimize processing speed, and add tools for automatically reviewing and warning about duplicate or missing data. The Department of Finance was asked to provide guidance on allowances, overtime pay, and equipment support for facilities. The Department of Agriculture and Environment was instructed to direct the Land Registration Office to synchronize and guide data entry. The Provincial Police were asked to cooperate in assisting with scanning and data entry.
In accordance with the 2024 Land Law and its implementing decrees, the Department of Agriculture and Environment of Bac Ninh province has advised the Provincial People's Committee to issue a plan for the initial implementation of land price tables, effective from January 1, 2026. To date, most communes and wards have submitted proposals for land prices to the Department of Agriculture and Environment.
However, the implementation process still faces some difficulties due to changes in administrative boundaries, along with a large workload and delays in submitting documents from some localities. The hiring of valuation consultants is also not yet complete, affecting the overall progress.
Currently, the Department of Agriculture and Environment is compiling and coordinating with the Department of Finance, Bac Ninh Tax Department, Land Registration Office, and other relevant departments and agencies to appraise and finalize the draft Resolution, submission, and explanatory document on land price schemes for submission to the Provincial People's Committee. It is expected that the review and compilation will be completed and sent to the Provincial People's Committee for submission to higher levels for approval and promulgation, effective from January 1, 2026.

Concluding the conference, Comrade Dao Quang Khai emphasized that after implementing the two-tiered local government model, the workload was substantial, while the timeframe for the "enrichment and cleaning" campaign on land data was tight. Besides some communes and wards that performed well, many localities still had limited results.
The comrade requested that the Department of Agriculture and Environment and the Provincial Police focus their efforts on directing, regularly inspecting, and closely monitoring the situation at the grassroots level; developing specific guidelines and instructions for unified implementation in communes and wards. The Provincial Police should direct local police forces to participate actively; communes with low participation rates should be inspected, while localities with effective practices should be replicated.
The comrade instructed the Bac Ninh Land Registration Offices No. 1 and No. 2 to assign staff to monitor and update data daily. The Provincial People's Committee Office will review and compile a list of units that perform well to commend them and publicly disclose units with low performance through mass media.
Communes and wards have identified this as a key task, assigning staff with IT skills to accurately and promptly input and process data. The Department of Agriculture and Environment, in coordination with the Provincial Police, will hold weekly progress review meetings with localities to ensure the plan is completed on time. This is also an important criterion in the evaluation of emulation and commendation in 2025.
Regarding the content of land price tables, the Vice Chairman of the Provincial People's Committee emphasized that this is an important basis for state management of land, calculating land use fees, compensation, resettlement support, and budget allocation.
The comrade requested that the Department of Agriculture and Environment take the lead and, from now until November 15th, closely coordinate with the Bac Ninh Tax Department, the Department of Finance, and local authorities to focus intensely on thoroughly reviewing each road, residential area, and land location to develop a specific and realistic price list. Communes and wards should carefully review according to the outline sent by the Department of Agriculture and Environment; the Chairman and Vice-Chairman of the People's Committee at the commune level will be directly responsible for determining the price for each area, ensuring objectivity, preventing budget losses, but also ensuring that land prices do not exceed reality. Based on this, leaders of relevant departments and agencies will meet and consider developing a suitable price framework. The principle when developing prices must be based on comprehensiveness, overall balance, comparison with other areas, and ensuring overall harmony and balance throughout the province. Time is running out; the general spirit is to act immediately, thoroughly, carefully, and complete the dossier on schedule.
