Kinh Bac Ward: Establishing a Steering Committee to implement the Northwest New Urban Area Project (Area 1)

Kinh Bac Ward People's Committee had a dialogue with households in Huu Chap neighborhood about the compensation plan for the Northwest New Urban Area project (Area 1).

The conference approved the Decision of the Standing Committee of Kinh Bac Ward Party Committee on the establishment of the Steering Committee to organize and implement the Northwest New Urban Area Project (Area 1) in Kinh Bac Ward.

According to the decision, comrade Ta Dang Doan, member of the Provincial Party Standing Committee, Secretary of the Ward Party Committee is the Head of the Board; the Chairman of the Ward People's Committee is the Standing Deputy Head of the Board; the Standing Deputy Secretaries of the Party Committee, Standing Vice Chairmen of the Ward People's Committee are the Deputy Heads of the Board; the members are the Standing Committee of the People's Council, leaders of the People's Committee, departments and branches of the ward and the Party Cell Secretaries, Heads of residential areas within the scope of project implementation.

The new urban area project in the Northwest (area 1) in Kinh Bac ward has a total planned area of about 277 hectares (belonging to 6 residential areas including: Viem Xa, Qua Cam, Huu Chap, Dau Han, Xuan Dong, Xuan Ai) with a total investment of about 41 trillion VND. In which, the total land area with a project clearance map approved by the Department of Agriculture and Environment is 158.8 hectares/277.0 hectares.

Up to now, Kinh Bac Ward People's Committee has issued a notice of land recovery with an area of 140.6 ha/158.8 ha; the rest is in the process of reviewing the land users and land area. The total area for which the draft compensation, support and resettlement plan has been posted is 127.7 ha. The Ward People's Committee has organized a dialogue with households whose land has been recovered in 5 areas: Viem Xa, Huu Chap, Dau Han, Xuan Dong, Xuan Ai.

At the conference, delegates discussed and gave opinions on the draft assignment of tasks to members of the Steering Committee; listened to reports on project progress; pointed out difficulties and problems and proposed solutions for implementation in the coming time.

Concluding the conference, Kinh Bac Ward Party Secretary Ta Dang Doan emphasized the significance and purpose of the Northwest new urban area project (area 1) in urban development, space improvement and improving people's lives; affirming that this is one of the province's key projects, contributing to realizing the goal of turning Bac Ninh province into a centrally-run city.

He requested the members of the Steering Committee to uphold their sense of responsibility and proactively coordinate in implementing assigned tasks. Agencies, units, and neighborhoods should step up propaganda and mobilization work to help people understand the policies and regulations of the law on land acquisition, compensation, support, and resettlement; create consensus and unity among the people so that the project can be implemented as planned.

The Ward People's Committee continues to coordinate with the investor and the site clearance unit to implement the next steps according to the process and regulations; clearly define the project implementation roadmap; provide sufficient documents to the members of the Steering Committee and the neighborhoods to propagate for people to understand correctly and clearly the provisions of the law.
