Project overview and strategic role
The project connecting Phap Van - Cau Gie Expressway with Ring Road 3, approved by the Hanoi People's Committee on May 30, 2022, is one of the key infrastructure projects in the south of the capital. The route has a total length of 3.4 km, starting at Tu Hiep commune (Thanh Tri district) and ending at Yen So ward (Hoang Mai district).

With the role of directly connecting two key traffic axes, the project is expected to reduce pressure on existing routes, while opening up space for urban and socio- economic development for the area.

Investment scale and main items
The project is invested by the Hanoi Traffic Construction Investment Project Management Board, with a total capital of up to 3,241 billion VND. Of which, construction costs account for 1,929 billion VND and site clearance costs are 936 billion VND.
To implement, the project needs to recover a total area of 316,224 m², including 8,709.2 m² of residential land, 212,613.9 m² of agricultural land and 94,901 m² of public land, corresponding to 2,233 compensation, support and resettlement plans.

Status of progress and problems in site clearance
Although construction started in July 2023 with a plan to complete by the end of 2025 (760-day schedule), the project is currently seriously behind schedule. According to the Project Management Board representative, the construction volume has only reached about 20%.

The main reason was determined to be that the site clearance work was very slow. Out of a total of 2,414 plans, only 881 cases had received compensation. The fact that the site was handed over in an unsynchronized manner, in a "sloppy" manner, caused many difficulties for contractors in organizing continuous construction.

Specifically, in Hoang Mai district, although land reclamation notices have been issued for 1,331/1,389 cases, the rate of payment and site handover is still low. Similarly, in Thanh Tri district, the approval and payment progress is still facing many obstacles, especially for residential land and office land.

This situation has left many important sections of the route almost immobile, such as the section through the Big Lagoon or the intersection with the Phap Van - Cau Gie Expressway, where only a few piers have been constructed. In some areas, such as the intersection with Ring Road 3, the machinery has even withdrawn.

With current difficulties, completing the project by the end of 2025 is a big challenge, requiring drastic intervention from authorities to remove the "bottleneck" regarding land clearance.
