
Still stuck on the land
Project of National Highway 37 bypass through the old Gia Loc town (section connecting Thong Nhat Bridge/National Highway 37 with Ring Road I in Thach Khoi commune). Total route length is 5.4 km (section through Gia Loc commune is 3.86 km; section through Thach Khoi ward is 1.53 km long). The project has a total investment of 612.1 billion VND and was started on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
The weather in early November was unfavorable for construction work as there was continuous light rain, but at the project site, the working atmosphere was bustling. Mr. Bui Danh Bien, Director of Phuong Hoang Construction and Trading Joint Stock Company (the project's construction unit) said that at the site where the site was handed over, the contractor mobilized 3 construction teams to carry out the items of digging, filling the roadbed, and constructing culverts. The volume of work performed reached 20% of the contract value. However, the contractor's construction work was difficult to speed up due to the project's site clearance work in Gia Loc commune and Thach Khoi ward facing difficulties.
Specifically, Gia Loc commune is stuck with the residential land area related to 81 households, of which 24 households are implementing the resettlement project. It is worth mentioning that the project was started in August 2025, but up to now, the resettlement category of Gia Loc commune People's Committee is preparing the project to submit to the Department of Construction for appraisal. Meanwhile, in Thach Khoi ward, 12 households whose agricultural land was recovered are verifying the origin of the land.
Having a site will "finish" on time

At the inspection of the progress of the National Highway 37 bypass project through Gia Loc commune on November 1, Mr. Le Ngoc Chau, Chairman of the City People's Committee, requested the investor and construction unit to speed up the progress and be ready to open the road to traffic before the Lunar New Year. The contractor recalculated the construction plan, mobilized human resources, equipment, materials, and organized 3 continuous shifts.
Director of the West Hai Phong Construction Investment Project Management Board Trinh Nam Hung said: The investor is coordinating with local authorities to speed up the project site clearance. At the same time, urging the contractor to focus on human resources, equipment, and proactively plan the construction to ensure progress, and commit to opening the road to traffic in accordance with the direction of the Chairman of the City People's Committee.
The project construction has encountered many unfavorable weather conditions since its inception. According to the construction unit's calculations, in order to open the road to traffic before the Year of the Horse, the People's Committee of Gia Loc Commune and Thach Khoi Ward must hand over the entire construction site by November 25 at the latest. Once the site is available, the contractor will adjust the construction methods, arrange appropriate shifts, and work day and night to bring the project "to the finish line" on time.
While there are still 3 months left until the Year of the Horse, the investor and the construction unit are under a lot of pressure regarding the progress of implementation. However, the key point of the site clearance work in Gia Loc commune is that the locality has not completed the procedures to implement the resettlement project for households whose residential land has been recovered.
To untie this "bottleneck", the city requires the Departments of Agriculture and Environment, Construction, and Finance to work with Gia Loc commune to complete the procedures for implementing the resettlement project before November 10. Along with that, Gia Loc commune needs to mobilize the entire political system to step up propaganda work, mobilizing people to hand over the land; and prepare a plan to support temporary shelter costs for households whose land is recovered while waiting for the handover of resettlement land.
The National Highway 37 bypass project through the old Gia Loc town in Gia Loc commune has a roadbed width of 18m (road surface 15m; median strip 2m and sidewalk on each side 0.5m). The section through Thach Khoi ward has a roadbed width of 31m (road surface 15m; median strip 15m and sidewalk on each side 0.5m). The branch section connecting to the Hanoi - Hai Phong expressway and the section from Thong Nhat bridge to the main route will carry out investment in phases of 1/2 of the planned road surface scale (roadbed width 11 to 12m).
