Phu Quoc is determined and understanding in clearing land for projects serving APEC 2027.

The Phu Quoc Special Zone Party Committee identified the compensation, support, and resettlement of key projects serving the APEC 2027 Conference, Phu Quoc Special Zone (An Giang Province) as a particularly important political task of the entire political system, requiring focused and decisive leadership, along with the spirit of "understanding, reason, and compliance with the law" to ensure progress and create high consensus among the people.

In Phu Quoc special economic zone, there are currently 21 projects serving the APEC 2027 Conference. Phu Quoc special economic zone is assigned to implement 4 resettlement areas: An Thoi, Suoi Lon lake, Cua Can, Ham Ninh and 4 component projects of compensation, support, resettlement, and site clearance at Cua Can lake, Duong Dong 2 lake, APEC avenue and provincial road 975. These are all key infrastructure projects, contributing to changing the urban appearance and creating momentum for sustainable socio -economic development for Phu Quoc.

According to statistics, by October 22, 2025, the special zone issued 63 decisions on compulsory land recovery, of which 14 cases were implemented, 26 cases were voluntarily handed over by people, and 23 cases are awaiting enforcement.

In addition, 130 administrative violation cases related to land were transferred to the Provincial Police; of which, 9 cases were enforced, 10 cases voluntarily resolved, and the remaining 111 cases are in the process of being processed. These figures show the strong determination of the entire political system of the special zone in removing obstacles and ensuring the progress of handing over land for APEC projects.

Mr. Huynh Van Dinh, Head of the Department of Agriculture and Environment of Phu Quoc Special Zone, said: “APEC projects are large-scale, involving many households, so compensation, support and resettlement are identified as particularly important tasks. We carry out the work in accordance with the principles of publicity, transparency, and legal regulations, listening to and promptly resolving the people's legitimate petitions, to create the highest social consensus.”

Mr. Dinh admitted that Phu Quoc is a rapidly developing area, land values ​​change greatly, many households have used land for a long time but do not have valid documents, some land plots are still in dispute or co-inherited, so determining the origin, legality and setting compensation prices requires close and careful coordination of many sectors and levels.

Faced with these difficulties, the Phu Quoc Special Zone Party Committee focused on leading and directing the work of site clearance and resolving complaints and petitions according to the motto "understanding, reasonable, and in accordance with the law".

Secretary of the Phu Quoc Special Zone Party Committee Le Quoc Anh said: "Land clearance is the task of the entire political system, in which the heads of Party committees and authorities must take direct responsibility for progress and results, ensuring that projects are implemented on schedule."

The Party Committee of the special zone has established a Propaganda and Mobilization Team to carry out activities within the framework of the APEC 2027 forum, headed by the Party Secretary. The Team is responsible for removing obstacles, promptly handling arising issues, shortening the time for appraisal and approval of documents, and preventing roundabout transfers between agencies.

At the same time, direct dialogue with people periodically or suddenly to listen, explain and handle right at the grassroots level. Officials in charge of site clearance are required to strictly implement the "6 clear" principle: clear people, clear work, clear time, clear responsibility, clear product, clear authority; absolutely do not shirk or avoid responsibility.

On the ideological front, propaganda work has been vigorously deployed. Head of the Propaganda and Mass Mobilization Department of the Phu Quoc Special Zone Party Committee Phan Chien Thang informed that the Propaganda and Mass Mobilization Department has proactively grasped public opinion and promptly refuted false and distorted information on social networks. At the same time, visual propaganda has been promoted to help people correctly understand the compensation, support and resettlement policies. When people understand and believe, everything goes smoothly.

At the same time, the Special Zone's Culture - Sports and Broadcasting Center and Working Group 35 regularly publicize the results of dialogue and complaint settlement on official media channels, creating trust and spreading the spirit of consensus among the people.

Up to now, key projects serving APEC 2027 are being vigorously implemented, progress is guaranteed, and no major complaints or lawsuits have arisen. A number of people's reflections and recommendations at meetings and voter meetings have been satisfactorily explained by the government, openly and transparently.

However, the Party Committee and the special zone government still determined that, with the large scale and complexity of the projects, the possibility of complaints arising in the coming time is inevitable, so it is necessary to continue to strengthen prevention and resolve them right at the grassroots level, not letting the frustration drag on.

In addition to handling complaints, Phu Quoc special economic zone is promoting the digitization of land records, building a unified land database, connecting with software for receiving and handling complaints to ensure transparency and monitor the progress of settlement.

Specialized agencies are required to coordinate closely and unify the handling plan to avoid overlapping and prolongation. The special zone government is studying policies to support temporary residence, career conversion, and new job creation for affected people, especially poor households, to help them stabilize their lives after the land is handed over.

The work of resolving complaints and petitions in the site clearance of projects serving the APEC 2027 Conference is a difficult and complicated task but has profound political significance. Thanks to the focused leadership, strong direction and the spirit of being close to the people, understanding the people, and working for the people, Phu Quoc special economic zone is gradually removing all obstacles, strengthening the trust and consensus among the people.
